Position Summary:
The Technical Training Manager for Tubular is responsible for managing and directing plant-level education, training, and workforce development activities for hourly and select salaried employees. This role will establish structured training systems, develop and improve curriculum, manage learning resources, and ensure the Tubular plants have the skills, qualifications, and capability required to support safe, reliable, high-quality, and cost-effective operations.
This position will play a critical role in building training structure for new and existing crews, supporting Capital Expenditure (CAPEX) projects, developing On-the-Job Training (OJT) programs, improving New Employee Orientation (NEO), and strengthening cross-training, maintenance learner programs, and technical workforce readiness. The Technical Training Manager will work closely with Operations, Maintenance, Human Resources, Safety, Quality, and plant leadership to identify training needs, deliver effective programs, and measure training effectiveness.
Responsibilities:
• Manage and direct the activities associated with education, training, and workforce development for hourly and select salaried employees at the plant level.
• Develop, implement, and sustain a structured On-the-Job Training (OJT) system that supports new hire readiness, employee qualification, cross-training, and progression within plant operations and maintenance roles.
• Responsible for defining training plans for production functions; evaluating job-specific training requirements, assessing skill development timelines, identifying qualification milestones, and providing accurate training forecasts to ensure adequate workforce readiness and production continuity.
• Build and maintain training curriculum, learning objectives, course materials, skills matrices, qualification requirements, and training documentation for plant training programs.
• Lead development and execution of training programs for new operations projects, Capital Expenditure (CAPEX) startups, new lines, added crews, and additional staffing needs for existing operations.
• Partner closely with Operations and Maintenance leadership to identify technical skill gaps, prioritize training needs, and ensure training programs support safe and reliable execution of day-to-day work.
• Manage the Maintenance Learner Program, including program structure, training schedule, participant tracking, technical instruction coordination, testing support, and progression documentation.
• Proctor maintenance testing and ensure accurate tracking of testing results, training completion, qualification status, and related employee records.
• Manage and support the Institute for Career Development (ICD) program, including coordination, communication, participation tracking, and alignment with plant workforce development priorities.
• Develop and manage the departmental training business plan, annual training priorities, and schedule of training classes based on plant needs, business priorities, and workforce capability gaps.
• Conduct periodic assessments, surveys, and discussions with plant leadership to determine departmental training needs and recommend training strategies.
• Identify, select, and manage outside resources for training services, including community colleges, technical schools, universities, training vendors, instructional partners, and equipment providers.
• Develop and deliver training programs and topics related to Safety, computing, leadership, technical skills, maintenance capability, and other plant-level needs.
• Track, coordinate, and implement new manager training, vocational foreman training, and other employee development programs.
• Support and improve New Employee Orientation (NEO) to ensure new employees understand safety expectations, plant standards, operating practices, training requirements, and available development resources.
• Promote and communicate training opportunities, classes, educational programs, and development resources to employees and plant leadership.
• Organize training venues, logistics, training rooms, transportation, accommodations, equipment, and other resources required to support effective program delivery.
• Manage the plant training facility, including upkeep of training equipment, projectors, office equipment, buildings, laboratory equipment, and related learning resources.
• Implement effective systems to measure training effectiveness and support International Organization for Standardization (ISO) 9001 requirements, audit readiness, workforce qualification, and continuous improvement.
• Provide project management support for implementation of corporate training initiatives, plant development priorities, and workforce-readiness actions.
• Provide direction, coaching, scheduling support, and accountability for training execution.
• Develop and maintain strong partnerships with Operations, Maintenance, Safety, Human Resources, Quality, union leadership, technical schools, colleges, and other internal and external stakeholders.
Requirements:
• Bachelor's degree in Engineering, Engineering Technology, Manufacturing, Industrial Technology, Technical Education, Operations Management, or a related field is required. Degrees in Human Resources, Business Administration, or related disciplines will also be considered.
• Minimum of 3-5 years of experience delivering training within an industrial or manufacturing operating environment (e.g., steel, energy, or heavy industrial manufacturing), in addition to experience in industrial operations, maintenance, engineering, workforce development, or apprenticeship programs, with demonstrated experience developing, implementing, and leading employee training and qualification programs.
• Demonstrated experience developing and delivering training programs to support new operating facility startups, Capital Expenditure (CAPEX) commissioning, new production line launches, or significant crew and staffing ramp-up, including training and qualifying new employees prior to and during startup.
• Demonstrated experience developing, implementing, and leading training programs, preferably in a manufacturing, industrial, technical, or union-represented environment.
• Demonstrated ability to manage multiple training programs, priorities, and stakeholders across multiple facilities while ensuring consistent training execution, qualification standards, and workforce development outcomes.
• Demonstrated ability to bridge operational and training needs while working independently, influencing stakeholders, and driving results with minimal supervision.
• Technical background with the ability to understand plant operations, maintenance activities, equipment training needs, and workforce qualification requirements.
• Experience developing curriculum, learning objectives, instructor materials, participant materials, training schedules, qualification standards, and program documentation.
• Strong presentation, facilitation, and communication skills with the ability to deliver effective in-person training to hourly employees, salaried employees, and plant leadership.
• Demonstrated knowledge of adult learning theory (andragogy) and instructional design principles, with experience applying adult-learning best practices when training hourly, technical, and skilled-trades employees who bring varied experience levels, literacy, and learning styles.
• Demonstrated ability to work closely with Operations and Maintenance teams to identify learning needs, develop practical training solutions, and support day-to-day operating requirements.
• Strong planning, organizational, project management, and follow-up skills with the ability to manage multiple training programs, schedules, vendors, and priorities.
• Ability to track training completion, testing results, qualification requirements, training effectiveness, and program outcomes with accuracy and consistency.
• Strong interpersonal skills with the ability to influence without direct authority, build credibility with plant employees, and communicate effectively across all levels of the organization.
Preferred Qualifications:
• Experience teaching or instructing at a technical school, community college, university, apprenticeship program, or industrial training center, particularly in maintenance or technical fields.
