We are seeking a dynamic and strategic Lead / Senior Product Manager to lead our product team. This individual will play a pivotal role in shaping the vision, strategy, and execution of MSE product portfolio. As a Lead / Senior Product Manager, you will shape and deliver a portfolio of digital, data and AI products that support some of Singapore's most critical sustainability and resilience functions. You will work with engineers, data scientists, operators, regulators and policymakers to solve complex real-world challenges in water, food, environmental and public health domains. You will collaborate with cross-functional teams to drive product innovation, ensure market fit, and deliver exceptional value to our customers.

[What you will be working on]

• Strategic Vision and Leadership: Develop and articulate a compelling product vision and strategy aligned with the agency’s overall goals. Lead the product team to achieve this vision.

• Product Strategy & Digital Transformation: Define and drive the product vision, strategy and roadmap for digital and AI-enabled products that improve operational effectiveness, regulatory outcomes and citizen services across the MSE Family. Support the development of mission critical applications supporting areas such as:

- food licensing, inspections and compliance;

- environmental monitoring and public health operations;

- water treatment, infrastructure operations and incident response; and

- enterprise decision support and regulatory workflows

• Data, AI & Operational Technologies:

• Partner engineers and operations teams to build digital solutions that integrate operational systems, IoT data, enterprise applications and AI capabilities to support critical infrastructure and operational environments.

• Deliver solutions that enable real-time monitoring, operational insights, predictive analytics and decision support for frontline and operations teams.

• Identify opportunities to apply Generative AI, AI agents, machine learning and advanced analytics to transform fragmented data into actionable insights; transform business processes, strengthen decision-making and improve productivity.

• Establish reusable digital solutions that can be applied across multiple agencies to accelerate innovation and product delivery.

• Product Lifecycle Management: Oversee the entire product lifecycle from ideation to launch and post-launch optimization. Ensure timely delivery of high-quality products.

• Market and Customer Research: Conduct thorough market analysis and customer research to identify needs, trends, and opportunities. Utilize insights to inform product development and positioning.

• Roadmap Development: Create and maintain a comprehensive product roadmap that prioritizes features and enhancements based on business impact, customer feedback, and market demand.

• Stakeholder Collaboration: Work closely with engineering, design, marketing, sales, and customer support teams to ensure alignment and effective communication throughout the product development process.

• Performance Metrics: Define and track key performance indicators (KPIs) or OKRs to measure product success and inform decision-making. Use data-driven insights to make informed adjustments to the product strategy.

• Customer Advocacy: Act as the voice of the customer within the organization. Ensure that customer needs and feedback are integrated into product planning and development.

• Innovation and Improvement: Foster a culture of continuous improvement and innovation. Stay abreast of industry trends and emerging technologies to drive product evolution.

• Lead in development of digital roadmap and introduction of appropriate digital solutions to partner with cross functional business teams, WOG and industry partners to achieve greater business outcomes

• Track product performance: Monitor and analyse product metrics and user feedback to ensure alignment with business objectives and customer needs, enabling data-driven decisions for product improvements.

[What we are looking for]

• Bachelor’s degree in Business, Engineering, or a related field. MBA or advanced degree preferred.

• 8+ years of experience in product management, with a proven track record of managing successful products and mentoring other product managers.

• Strong leadership and team management skills.

• Excellent analytical, problem-solving, and decision-making abilities.

• Excellent communication and interpersonal skills.

• Experience with agile methodologies and product management tools.

• Ability to work effectively in a fast-paced, dynamic environment.
