The Ministry of Energy and Resources is seeking a highly organized, analytical, and client-focused professional to join the Lands and Mineral Tenure Branch as Team Lead, Mineral Rights. In this role, you will lead the administration of mineral rights programs, including staff supervision, operational support, maintenance of data integrity and service standards and system enhancements. Reporting to Manager, Mineral Rights, this position plays a critical role in ensuring legislation and procedures are applied accurately and consistently while driving clients and internal and external stakeholders’ satisfaction.
The Opportunity:
The Mineral Rights unit within the Lands and Mineral Tenure Branch is responsible for administering
- Mineral ownership research and allocation for royalty calculations for sub-surface projects;
- Mineral Rights Tax (MRT), including forfeiture, surrender and exemption applications;
- Mineral Trusts; Crown Reserves; and Builders' Lien.
The unit works closely with industry, individual rights holders, and staff across the Government of Saskatchewan. The successful candidate will provide leadership to staff on program administration, enterprise systems functionality, data integrity, client experience and efficiency realization in processes.
This position offers an exciting opportunity for a professional who can balance operations, innovation, supervision, project coordination and stakeholder service in a dynamic environment, while ensuring legislative and policy compliance in administration. The role will ensure administration and enhancements are in legislative compliance, including The Mineral Taxation Act, 1983, The Mineral Rights Tax Regulations, 2022, The Builders’ Lien Act, The Crown Minerals Act, The Land Titles Act, 2000 and The Freehold Oil and Gas Production Tax Act, 2010.
You will also play an important role in identifying and supporting system changes, resolving complex and sensitive issues, and providing analysis and recommendations to management.
The ideal candidate will bring sound judgment, attention to detail, strong communication skills, and the ability to lead staff while managing multiple priorities. Experience interpreting legislation, improving processes, and working with enterprise systems such as IRIS, MOSR, ArcGIS Pro/ArcPro, and advanced Excel features will be considered an asset.
Responsibilities
- Lead the administration of mineral ownership and mineral rights-related programs.
- Provide administrative leadership on Mineral Trusts, Crown Reserves, and MRT, including forfeiture, surrender and exemption applications.
- Interpret and apply applicable legislation, regulations and policy to support administration and decision-making.
- Oversee, coach, mentor and manage the performance of reporting staff, including assigning work, reviewing outputs, supporting training and maintaining team procedures.
- Provide clear, timely and accurate advice to clients, industry, internal and external stakeholders on aspects pertaining to mineral rights.
- Manage and resolve complex, sensitive and escalated issues related to mineral rights applications, tax administration and business processes.
- Monitor and support electronic registry and application systems, including identifying issues and helping ensure effective service delivery.
- Lead and support business process improvements by identifying operational gaps and opportunities to improve efficiency and effectiveness.
- Contribute to the enhancement of enterprise systems by identifying efficiencies, bugs and supporting testing, implementation and user training.
- Research, develop, update and implement policies, standards, procedures and guidance materials related to mineral rights administration and associated processes.
- When requested, provide strategic advice to management on emerging issues, program delivery and service improvements related to mineral rights related programs.

Technical Knowledge and Skills:****
- Knowledge of mineral rights in the province, including Land Title Registry, title structure, title history assessment, historical land title reviews, non-arm’s length transfers.
- Knowledge of provincial legislation and regulations related to Mineral Rights unit, including The Mineral Rights Tax, 1983, The Mineral Rights Regulations, 2022, The Builders’ Lien Regulations, The Crown Minerals Act.
- Ability to use and support enterprise systems and technology tools related to program delivery, including systems such as IRIS, MOSR, and ArcGIS Pro/ArcPro.
- Ability to research, interpret, and communicate technical information clearly and accurately, and to prepare reports, briefing materials, procedures, and recommendations for a variety of audiences.
- Knowledge of financial statements and corporate profile assessments to carry out review work related to MRT exemptions.
- Ability to analyze business processes, identify operational issues or risks, and recommend practical improvements to enhance service delivery, efficiency, and effectiveness.
