(Senior) Business Partner, Funds & Reserves Management
Location: Singapore
[What the role is]
You will be part of Enterprise Singapore’s Finance, Procurement and Administration team responsible for managing of the budget for fiscal sustainability, driving value-for-money in purchases, and ensuring a safe and conducive work environment.
We are seeking a dynamic Finance Business Partner to support divisions administering grant schemes whilst driving transformational change in grant management processes. This role combines traditional finance business partnering with modern transformation capabilities, requiring someone who can enhance grant administration efficiency through process improvement and digital innovation. The ideal candidate will be proactive, technology-savvy, and passionate about leveraging innovation to streamline grant operations whilst maintaining robust governance and control frameworks.
[What you will be working on]
1. Grant Administration & Financial Management:
Partner with divisions to provide strategic financial guidance on grant budgets, disbursements, and clawback matters
Support yearly grant cashflow budget exercise and liaise with Ministries/Funders on drawdown requests
Monitor cashflow and budget utilisation, prepare management reports for strategic decision-making
Manage grant disbursements, clawbacks, and ensure accurate recording of all transactions
Manage write-off submissions for irrecoverable grants and liaise with Ministries/Funders
Perform monthly closing and reconciliations to ensure accurate GL balances
2. Grant Transformation & Process Improvement:
Lead transformation initiatives to modernise grant administration processes
Drive process improvements, automation, and system enhancements for operational efficiency
Identify digitalisation opportunities and implement new technologies
Develop best practices and support change management activities
3. Compliance & Strategic Support:
Ensure compliance with grant terms and regulatory requirements
Liaise with internal and external auditors on processes and accounts
Collaborate on grant policies, provide portfolio insights, and support budget planning
Participate in ad-hoc projects as assigned
[What we are looking for]
Bachelor's degree in Finance, Accounting, Business Administration, or related field and at least 3 years of finance/ accounting working experience.
Experience in business partnering, process improvement or transformation initiatives
Experience with financial systems and modern technology platforms
Strong analytical, problem-solving, and stakeholder management abilities
Project management skills with attention to detail and ability to manage multiple priorities
Change management experience
Independent, resourceful, and a team player meticulous with a strong analytical mind and ability to work under pressure to meet tight schedules.
