Job Description
SWCA is seeking a self-motivated (Project-l, II, or III-level) Project Manager – Power & Energy to join our team and support transmission and renewable energy generation projects across the United States.
Levels & Qualifications:
- Assistant Project Manager -- 2-3 years of relevant experience, including project management.
- Associate Project Manager – 3-5 years of relevant experience, including project management.
- Project Manager - 4-7 years of relevant experience, including project management.
You’ll be part of the Program Management Core Team – a dynamic, company-wide team driving projects through all phases, from early planning and permitting through construction for one of SWCA’s most important clients. Core Team members typically spend ~80% of their time leading projects and teams for this Program Management client, and ~20% supporting other clients, interests, or assignments.
The Project Manager will bring technical expertise and experience in energy facility siting and constraints studies, permitting, NEPA compliance, and agency interactions (as appropriate for level). You will contribute to and/or lead teams completing permitting requirements while fostering a positive, collaborative working environment.
This is a regular, full-time, hourly or salaried position which can be hybrid or distributed based out of any SWCA office. Pay rate will be based on individual qualifications and experience. Responsibilities will align to the level hired – Project I, II, or III – and may include a mix of the following:
- Lead and/or assist with a portfolio of successful projects from start to finish, supporting transmission and renewable energy permitting efforts at the appropriate size and complexity.
- Implement requirements of SWCA’s Project Management, Quality, and Safety programs—helping foster a culture of collaboration and dedication to project delivery, safety, quality, and clients.
- Develop and organize project proposals, goals, scopes, plans, schedules, KPIs, invoices, and budgets.
- Manage and coordinate project teams and resources to ensure quality standards are upheld and project milestones are met for regulatory compliance, scope, schedule, and budget.
- Demonstrate strong skills in project planning, internal communication, and human relations—including clear project plans communicating status, schedules, task delegation, scope changes, budget allocation, and other project details.
- Monitor project progress continuously, assess risks to project success/safety/quality/performance, and apply problem-solving strategies; when needed, revise scope/schedule/budget to keep requirements achievable.
- Establish and maintain effective consultative relationships with clients, regulators, and external stakeholders, proactively communicating project status, updates, KPIs, issues, and risks.
- Help lead and advise on the development of permitting strategies, provide QA/QC of work processes and deliverables, and lead/support teams completing technical studies that support permitting efforts.
- Manage or support projects that may include NEPA compliance, biological resource assessments and constraints analyses, ESA consultations, CWA Section 404/401 permitting, and cultural resources studies (as appropriate for level and portfolio).
- Foster a positive, collaborative working environment among project team members, working closely with teams across SWCA offices to navigate permitting challenges and meet client needs.
- Take initiative to resolve issues to assure Program Management needs are met effectively; escalate items requiring additional guidance/support as needed (level-dependent).
- Supervise/mentor/support junior staff by providing project-specific guidance and technical support (extent varies by level).
- Coordinate with SWCA’s accounting department to review invoices, expenditures, and project audits for projects and tasks (level-dependent ownership).
- Work closely with SWCA’s resource scientists, environmental planners, managers, and directors across natural and cultural resources to promote SWCA’s business interests aligned with mission, vision, and values.
- Implement and administer SWCA’s safety procedures and standards of scientific and professional ethics; take responsibility for team safety, including developing safety plans (when applicable) and anticipating hazards.
- Follow applicable federal, Tribal, state, local, industry, contractual, and company regulations, standards, and specifications; perform related work as assigned.
Minimum qualifications:
- A bachelor’s degree in planning, biology, environmental science, natural resources management, archaeology, anthropology, geology, or a related field.
- Two (2) years of combined experience in project management; environmental consulting and/or permitting-related experience.
- Candidates should have a strong working knowledge of federal (e.g., NEPA, National Historic Preservation Act, Clean Water Act, and Endangered Species Act) and state laws governing natural resources management.
- Experience and ability to manage projects in diverse settings and with changing requirements.
- Demonstrated experience working in a fast-paced work environment and desire to work in a highly collaborative team atmosphere.
Preferred qualifications:
- Seven (7) years of combined experience in project management; environmental consulting and/or permitting-related experience.
- Three (3) years of experience managing projects.
- Demonstrated experience with transmission and renewable energy projects and with agencies such as USACE, FERC, BLM, USFS, USFWS, and/or relevant state/local agencies
- Strong track record developing permitting strategies and leading or QA/QC’ing technical deliverables supporting permitting outcomes.
- Proven ability to lead teams across offices, navigate permitting constraints, and proactively communicate status/KPIs/risks to clients and stakeholders.
- Experience with supervising staff and project teams.

An employee in this US-based position can expect a compensation range of:
- Assistant Project Manager -- $28.88/hr. - $36.75/hr.
- Associate Project Manager -- $32.02/hr. - $40.95/hr.
- Project Manager -- $73,710.00 - $95,550.00
Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
