The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
Description of Work

This position is responsible for providing specialized professional assistance and support to local school systems and schools in the assessment of student performance (grades K–12) and the collection and management of student data in the implementation of the North Carolina Annual Testing Program and the fulfillment of the state and federally mandated accountability program. The position provides services on issues related to statewide testing, operational procedures, policy interpretation, regionally based training, data interpretations, use of testing and accountability software applications, and technical support to the local school districts’ testing, scanning and scoring centers. By conducting audits and monitoring, this position is responsible for preparing and monitoring quality assurance standards and data collection procedures that ensure collected test data and reports generated are accurate and verifiable.
This is a regional position and requires 25% travel. Travel includes on-site monitoring of schools in the region, including charter schools, and monthly two-day meetings at the NCDPI offices in Raleigh. Counties in this region include Anson, Cabarrus, Kannapolis City, Harnett, Hoke, Lee, Charlotte Mecklenburg, Montgomery, Moore, Richmond, Scotland, Stanly, and Union. Currently, forty-three charter schools are assigned to this position.
Job Responsibilities:
Provide accurate information on testing and accountability requirements, procedures, protocols, and outcomes to public school units.
Conduct regional based training for public school units virtually and in-person as determined by the statewide schedule.
Provide support to public school units on data interpretation and verification to ensure accurate data files for accountability analysis.
Resolve public school units’ questions and requests for assistance with knowledge of the program, and when necessary, alerts the appropriate NCDPI colleagues.
Ensure public school units meet deadlines for all deliverables including but not limited to data submissions and end-of-year checklist.
Monitor assessment administrations as required by the U.S. Department of Education peer review process and as determined by the NCDPI sampling methodology.
Participate in the regional support team, including providing information on data collections and processes, test requirements, and the development of new assessments as needed.
Knowledge Skills and Abilities/Management Preferences
Recruitment Range: $63,927.00 - $95,160.00
Management Preferences:
- Experience interpreting federal and state guidelines, regulations, and objectives pertaining to testing laws and policies.
- Experience utilizing principles and procedures of testing implementation at the local and state level.
- Experience utilizing spreadsheets, word processing documents, data databases, virtual meeting and webinar software, and statistical packages.
- Experience planning, organizing, and scheduling training sessions for the region pertaining to testing policy and procedures, and the NC Annual Testing Program.
- Experience establishing and maintaining effective working relationships, which are sensitive to work schedules of professionals such as principals and other school personnel when assisting with testing and technical matters.

Office Information:
The Office of Accountability and Testing is responsible for developing and implementing the Annual Testing Program in grades 3–12 and the school accountability program. To accomplish its mission, the office is comprised of four sections: Psychometric and Test Design, Testing Policy and Operations, Test Development, and Analysis and Reporting. The work of the office is organizationally and technically complex and requires the application of statistics, research and designs methods, and logistical planning and execution daily. Administrative and policy decision-making at the levels of the U.S. Department of Education, U. S. Congress, the North Carolina General Assembly, the State Board of Education, and the Department of Public Instruction directly and indirectly impact the office’s activities and its operations on a routine basis. The office’s work encompasses highly sensitive and confidential information/data as the assessment program generates results for individual students, teachers, schools, and school districts in the state for grades 3–12.

Master’s degree in Education, Tests and Measurement, Education Research, Education/Quantitative Psychology and Statistics, or Statistics, from an appropriately accredited institution and two years of directly related experience in an education environment needed to perform the work; or an equivalent combination of education and experience.EEO Statement
