Description of Work
The Financial Manager II serves as the Branch Head of the Cost Analysis and Rate Setting Branch of the Cost Analysis/Federal Financial Reporting/Administrative Services Section of the DHHS Office of the Controller.

One of the units directed by the Branch Head is the Cost Analysis Unit which is responsible for the comprehensive Department-wide Public Assistance Cost allocation Plan. This plan, approved by the Federal agencies that provide funding to DHHS, require in-depth knowledge of cost accounting principles and the ability to apply complex cost allocation methods necessary for earning Federal participation exceeding $13B. The Rate Setting Unit performs cost modeling for the determination of reimbursement rates for DHHS mental health facilities, adult care homes, foster care homes and maternity homes. Cost reports are designed by the unit to capture needed financial and statistical data. Staff overseen by the position is comprise of a range of financial analyst classifications.

A variety of databases and advanced level financial analysis are developed and maintained in the Branch, requiring thorough knowledge of system software, Federal and State regulations, and a high degree of quantitative analysis. Clear communication skills (oral and written) are needed as the position has extensive contact with all budget and management offices across the Department, other state agencies, Federal partners and industry staff in rate setting.
