Summary: The State of Nebraska is seeking a Policy & Data Analyst to support the Nebraska Board of Parole. This role involves providing programmatic, statistical, and policy analysis to inform decision-making, improve operational effectiveness, and strengthen transparency and accountability. Responsibilities: - Compile, validate, and analyze parole-related data (hearings, decisions, revocations, timelines, conditions, outcomes) to support Board operations, statutory compliance, and management decision-making - Conduct statistical analysis to identify trends, patterns, and outcomes related to parole decision-making, workload distribution, recidivism indicators, and system performance - Develop, maintain, and update dashboards, reports, and briefing materials for Board members, executive leadership, and external stakeholders using quantitative and qualitative data - Provide analytical support for legislative inquiries, audits, strategic initiatives, and performance measurement, including preparation of data summaries and explanatory narratives - Collaborate with DAS, NDCS, IT, and other partner agencies to ensure data accuracy, consistency, and appropriate use of shared systems and reporting tools - Prepare confidential analytical materials related to staffing, workload, operational impacts, and labor-related considerations to inform management planning - Respond to ad hoc data requests and conduct special analytical projects as assigned to support Board priorities or emerging issues - Explains analytical findings to non-technical audiences and provides recommendations grounded in data and policy context - Other duties as assigned and within the scope of the classification Required Qualifications: - Post high school coursework/training in program evaluation, financial analysis and research techniques - Experience performing or leading others in program and technical support, research or statistical analysis Preferred Qualifications: - Bachelor's degree in statistics, data analytics, public administration, criminal justice, economics, or a related field - Experience in program analysis, data analysis, or performance measurement Required Skills: Statistical analysis, Data interpretation, Program analysis Important Skills: Data tools proficiency, Communication skills Nice-to-Have Skills: Trend identification, Confidentiality Benefits: 13 paid holidays, Vacation and sick leave that begin accruing immediately, Military leave, 156% (that's not a typo!) state-matched retirement, Tuition reimbursement, Employee assistance program, 79% employer paid health insurance plans, Dental and vision insurance plans, Employer-paid $20,000 life insurance policy, Public Service Loan Forgiveness Program (PSLF) through the Federal government, Wide variety and availability of career advancement as the largest and most diverse employer in the State, Opportunity to be part of meaningful work and make a difference through public service, Training and Development based on your career aspirations, Fun, inviting teammates, A safe and secure environment
