Job Description
Summary: Spokane County is seeking an Engineer 2 for their Public Works Department, specifically in the Sewer Operations division. This role involves performing professional engineering work, including road design, stormwater facility design, and wastewater system analysis, while supervising lower-level engineers and technicians.
Responsibilities:
- Performs road design, traffic analyses and design, stormwater facility design, and structural design. Directs and checks the work of technicians, consultants and lower level engineers preparing contract plans, specifications, estimates for contract documents
- Reviews plans and studies to ensure compliance with local, state, and federal regulations; manages technical aspects of projects, including computer modeling, data collection and monitoring
- Resolves problems on failing systems, determines cause of failure and determines best approach to remedy problem
- Responds to public questions in person, in writing and by phone; plans and conducts workshops on engineering issues
- Prepares applications for federal and state grants for various projects
- Prepares reports, testimony, and presentations on engineering issues for community groups and public hearing
- Performs construction administration by supervising lower level engineer(s), supervises field inspectors, resolves construction contract conflicts, and administers construction contracts
- Reviews reports, plans and specifications submitted by developers for road design and stormwater conveyance, treatment or disposal facilities; reviews stormwater facility operations with maintenance personnel
- Reviews, applies and maintains compliance with relevant permits
- Represents the County Engineer at meetings with developers and consulting engineers
- Evaluates complex and/or alternative road and storm drainage system design concepts for conformance to good engineering practice and County Standards
- Drafts related legal documents, such as easements, special agreements, etc., as necessary to protect the public’s interest related to development projects
- Reviews reports, plans and specifications submitted by contractors or consultants for public works engineering projects
- Reviews stormwater facility operations with maintenance personnel
- Directs the activities of the Maintenance Section
- Responsible for developing a three-year maintenance plan
- Coordinates rock-crushing projects to support the program
- Develops the maintenance budget and monitors expenditures to insure compliance
- Develops effective maintenance strategies for roads and bridges
- Directs the activities of third and second line maintenance supervisors involved in the maintenance of county roads, bridges, drainage facilities rights of way and other facilities
- Coordinates work schedules prepared by supervisors, monitors progress, and inspects field work
- Coordinates with the Design Engineer, Construction Engineer and others to insure the maintainability of new roads and bridges
- Performs routine, under bridge inspections (UBIT) and damage inspections of Spokane County's bridge inventory, coordinating underwater and special inspections with WSDOT
- Manages the Bridge Inspection files and Washington State Bridge Inventory System (WSBIS) database
- Performs load ratings, overweight permit vehicle evaluations and recommends weight restrictions and repairs
- Assists with design and drafting related to bridge maintenance projects, prepares estimates, scopes, layouts and grant applications for future bridge repair, replacement and rehabilitation projects
- Completes hydraulic modeling as needed for bridge replacement or repairs
- Plans and conducts workshops on engineering issues
- Performs other related duties as required/assigned
- Performs complex stormwater facilities study and design work

- Reviews plans and studies to ensure conformance with local, state, and federal regulations and stormwater management plans; manage technical aspects of projects, including computer modeling, data collection, and monitoring
- Directs consultants and contractors in preparing plans and conducting studies or inspections; performs facilities design work by preparing plans, specification, and estimates
- Reviews reports, plans and specifications submitted by contractors or consultants for stormwater conveyance, treatment, and disposal facilities
- Reviews stormwater facility operations with maintenance personnel
- Resolves problems with failing stormwater systems, determine causes of failure and best approach to remedy problems
- Responds to public questions in person, in writing, and by telephone; plan and conduct workshops on stormwater management issues
- Performs other related duties as required/assigned
- Performs a variety of complex design and analysis work in the wastewater field
- Directs and checks the work of technicians and lower level engineers preparing construction plans, specifications, estimates, and contract documents
- Reviews plans and studies to ensure compliance with local, state and federal wastewater regulations and standards
- Manages technical aspects of projects, including hydraulic modeling, data collection, pipeline routing selections, specification writing, and coordination with other projects and agencies
- Manages consultant contracts related to wastewater studies, design projects, and construction management
- Prepares complete plans, specifications, and detailed cost estimates to facilitate the competitive bidding process
- Investigates problems on existing wastewater systems, determines causes of problems, and determines reasonable solutions for implementation
- Responds to public questions in person, in writing, and by telephone
- Plans and conducts public informational meetings and workshops for wastewater projects
- Performs other related duties as required/assigned
Required Qualifications:
- Bachelor's degree in Engineering from an accredited college
- One (1) year of related experience in engineering; or any satisfactory equivalent combination of education, training and/or experience relevant to the position
- Possession of a valid Washington Driver's License at time of employment
- Meet requirements for Engineer 1, and possesses a certification as a Professional Engineer in the State of Washington
- Engineering certification from states with reciprocity with Washington will be accepted, provided that the incumbent applies for and receives a Washington Professional Engineering Certification within six (6) months of being classified as an Engineer 2
