About the business/role/team
We are looking for a forward-thinking quality leader to join our Change Delivery team; to oversee the direction and delivery of large, complex, regulated change within banking and payments at the Reserve Bank of Australia. As a Test Team Lead in Bankingdepartment, you will be responsible for leading and managing test delivery for projects and initiatives that contribute to Banking’s strategic goals and service to the community, whilst also leading and developing individuals and teams to deliver RBA outcomes. This includes creating an open and dynamic culture, enabling an environment for high levels of engagement and achievement and recognising workforce performance in a way that encourages continuous improvement (policies, systems, processes).
Reporting to the Test Manager in Change Delivery, this is a People Leader role with three (3) direct reports. As a hands-on team leader, you will have the opportunity to shape performance and culture, as you lead, guide and empower individuals to effectively achieve operational results alongside professional development.
Key responsibilities:
Collaborate with business and technical teams to understand requirements and translate them into appropriate test strategies and plans. Manage test frameworks and plans by defining or advising on approach, structure, process, roadmaps, tools.
Lead, guide and develop a team of testers to achieve agreed outcomes, including setting goals, prioritising work, coaching, mentoring and motivating individuals, managing their performance
Investigate industry developments in testing and assess their application to the Bank. Execute testing and coordinate with other sections within Banking Department, other departments (particularly IT), customers, industry and vendors to test changes to Banking’s systems.
Manage the development and maintenance of testing-related documentation and promote good knowledge management practices.
Foster a collaborative and high-performing team culture within the project and testing community in BK.
About you
You are known for your ability to identify and mitigate project and operational risk, embed and uplift capability across multiple project teams while simultaneously addressing complex delivery challenges. You bring exceptional interpersonal skills to collaborate, influence and partner effectively with key stakeholders across the Bank and externally. As a hands-on leader, you can effectively align expectations, build trust and influence outcomes; and provide pragmatic solutions and support. You possess strong people leadership skills, with a desire to motivate, coach and empower individuals. You lead by example when promoting an open and dynamic culture and you have a history of building high performing teams. The ideal candidate is a proactive self-starter who thrives in fast-paced environments, can multitask, and is passionate about delivering high-quality outcomes.
Experience with Waterfall and Agile development concepts.
Experience with transactional banking, payments and settlements environments. Sound knowledge of banking industry standards and available technology.
Experience with large complex and/or regulated changes, including payments transformation or migration projects; and experience with industry testing and certification processes (e.g. ISO 20022, NPP)
Experience in stakeholder management including relationships with regulatory bodies and other financial institutions (e.g. APN, AP+)
Significant knowledge and experience across all phases of testing, including test effort estimation and test planning.
Experience with Jira, Confluence, Qmetry for test management and reporting.
Experience in preparing test strategy and implementing test strategies, approaches and testing processes. Experience with managing test data and environments.
Experience in the design, uplift and maintenance of testing and governance frameworks to enhance productivity and quality.
Knowledge of test automation tools and frameworks, including tool assessment and management (e.g. Selenium, Azure AI Foundry).
Experience with cloud platforms (Azure) including identifying and managing risks associated with high‑availability systems (99.99%+ uptime).
Knowledge of risk management processes; demonstrated understanding of responsibilities in relation to health, safety and holistic wellbeing.
Proven experience in managing, motivating and supervising staff.
Relevant degree qualifications.
