Leadership Development Opportunity - Program Director, Operational Policy & Program Design

Status: Contract Full Time/Development Assignment - Two (2) Rotational Assignments each (up to 12 months) in duration
Salary Range: $162,893 to $203,616 per annum (plus comprehensive benefits, where applicable)
Hiring Range: $162,893 to $183,255 per annum

About This Opportunity
This internal opportunity is designed as a leadership learning and development assignment to support succession planning, career growth and readiness for senior leadership roles within Human Services and the broader Region of Peel.
The assignment will support the leadership development through two (2) distinct assignments that will run back-to-back, providing the successful candidates exposure to:
- Complex system‑level leadership
- Departmental and enterprise influence
- Strategic policy, program design and transformation leadership
- Coaching, mentoring and people leadership at scale
The rotation structure will support reflection, skill‑building and growth across different leadership contexts, while ensuring continuity and progress against departmental priorities.

Position Summary
Reporting to the Senior Director, Income and Social Supports, and supporting the Social Development, Planning and Partnerships division, the Program Director will contribute to the leadership and advancement of the following functional areas:
- Strategic planning, measurement and evaluation
- Research and business intelligence
- Project management and business transformation
- Program funding support
- Business support and development
- Community capacity and investment
- Poverty reduction and community engagement
The Program Director will support the Senior Director through the implementation of social development strategies, grant funding, research and planning, program evaluation, program support and audit functions, and project management.
This role is a key point of connection for Operational Policy & Program Design, working closely with senior leadership teams, internal partners, vendors, and external stakeholders to support change, innovation and community‑responsive program design.
Depending on the assignment focus, program leadership may have divisional, departmental and/or broader regional impact.

Major Responsibilities
- Provide leadership, guidance and developmental support to project staff and specialists focused on departmental transformation initiatives
- Ensure departmental policy and program decisions are informed by a deep understanding of complex social issues, community needs and evidence‑based research
- Advance social policy priorities including immigration, poverty reduction, volunteerism, social assistance reform, employment supports, homelessness prevention, social housing, and early learning and childcare
- Lead and coordinate cross‑departmental teams and external partners to ensure timely, integrated and effective delivery of transformation initiatives
- Monitor performance, service standards and outcomes; ensure systems are in place to support continuous improvement
- Translate strategies into tactical plans, providing analysis, advice and recommendations to the Human Services Leadership Team and departmental directors
- Support leadership in identifying and responding to emerging issues, changing business directions and new corporate priorities
- Lead complex change initiatives with strong engagement, communication and collaboration to drive adoption and sustainable outcomes
- Build and maintain trusting, collaborative relationships with internal and external partners to support integrated, enterprise‑wide service delivery
Qualifications
- Post‑graduate degree in Public Policy, Business, or a related field with a minimum 7 years of progressive experience in change or transformation initiatives, including at least 4 years leading large‑scale transformation (An equivalent combination of education and experience may be considered)
- Demonstrated senior‑level leadership capability with a strong commitment to mentoring and developing others
- Proven ability to lead through complexity, ambiguity and change with resilience and learning agility
- Strong strategic, analytical and systems‑thinking skills, with the ability to connect strategy to execution
- Exceptional interpersonal, facilitation and relationship‑building skills
- Strong written, verbal and presentation skills, including the ability to convey complex concepts to diverse audiences
- Sound political and business acumen
- Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias
- Knowledge of performance measurement and continuous improvement practices
- Training or certification in project and/or change management is considered an asset
