TERMS OF REFERENCE
GENERAL OBJECTIVE: The project aims to improve Haiti Street’s flood resilience by raising the road and installing culverts to improve drainage, reduce flooding and standing water, prevent road damage, and ensure safer, more reliable access for residents.
DURATION: 6 months
1. Background
The Building Community Resilience via Transformative Adaptation project is implemented by PACT with funding from the Adaptation Fund, with the Belmopan City Council receiving a sub-grant to implement the Enhancing Community Resilience and Biodiversity through Sustainable Flood Management in Belmopan project.
As part of this initiative, Haiti Street has been identified as a critical area affected by recurring flooding. The project will raise the roadway and install culverts to improve drainage, reduce flooding, erosion, and road deterioration, and ensure safer and more reliable access for residents, businesses, and emergency services. The intervention supports the City Council’s broader efforts to strengthen climate-resilient infrastructure and promote sustainable urban development.
2. Objectives and Responsibilities
The primary objective of this project is to enhance the flood resilience of Haiti Street by improving its elevation and drainage capacity. By raising the roadway to an appropriate height, the project aims to prevent frequent flooding, thereby ensuring safer and uninterrupted access for residents. The installation of culverts will further support effective water management by redirecting excess runoff and reducing standing water, which contributes to road degradation and hazardous conditions.
3. Scope of Work
The selected consultant will be responsible for the following:
- The contractor will complete the road elevation, culvert installation, drainage, surfacing, and grading in accordance with engineering, environmental, safety, and traffic management standards.
- The contractor is responsible for all personnel, labour, taxes, Social Security, legal requirements, and SEAH compliance, with no liability resting on PACT or the Belmopan City Council.
4. Expected Results
Work must be carried out within (6) six months upon signing the contract.
The contractor is expected to complete all works in accordance with the project specifications and within the agreed timeframe. The following key outputs and deliverables must be provided:
- Initial site assessment, mobilization plan, and work schedule.
- Traffic management plan and required safety signage.
- Elevation, compaction, and surfacing of Haiti Street.
- Installation of culverts and drainage systems.
- Erosion control and environmental safeguards.
- Regular progress and compliance reports with photos.
- Final inspection with PACT and Belmopan City Council.
- Final report, as-built drawings, maintenance recommendations, and project handover.
5. Qualifications and Experience Requirements
The consultant should possess the following qualifications:
- A Bachelor’s Degree in Civil Engineering, Construction Management, or a related field from an accredited institution.
- Certification or training in road construction, drainage systems, and flood management would be an asset.
Experience:
- At least 5 years of experience in road construction, drainage system installation, or similar infrastructure projects.
- Demonstrated experience in managing projects of similar scale, including road elevation, culvert installation, and erosion control measures.
- Proven track record of successfully completing at least two (2) similar infrastructure projects involving road elevation, culvert installation, and flood mitigation measures within the last five (5) years.
6. Scope of Proposal
Interested contractors are required to
submit a detailed proposal outlining their approach to executing the elevation of Haiti Street and the installation of culverts. The proposal should include:
- Technical Approach & Work Plan – A clear methodology detailing how the contractor will complete the project, including site preparation, road elevation, culvert installation, erosion control, and quality assurance measures.
- Project Timeline & Milestones – A comprehensive schedule aligning with the project’s duration (6 months), including key milestones and deliverable timelines.
- Qualifications & Experience – Documentation of the contractor’s educational background, relevant experience, and previously completed projects of similar scope.
- Personnel & Equipment – List of key personnel, their roles, and the equipment that will be used for the project.
- Budget & Cost Breakdown – A detailed financial proposal, including labor, materials, equipment, and any other associated costs. The Contractor shall also provide a proposed cash flow projection to support anticipated Interim Payment Requests (IPRs).
- Compliance & Risk Management Plan – Outline of adherence to environmental, safety, and regulatory standards, including mitigation strategies for potential risks.
7. Application Procedures
a) CV indicating experience and copy of respective documents.
b) Technical proposal that clearly indicates the description of the activities, methodology that will be implemented to achieve the objective of the project.
c) Financial Proposal that indicates the all-inclusive total contract price supported by a breakdown of costs including, but not limited to, charges transportation expenses etc.
