Job Description:
Parsons is looking for an amazingly talented and proactive Project Director to lead a major infrastructure delivery assignment in Saudi Arabia. In this role, you will lead the Parsons project team in providing construction supervision, contract administration, stakeholder coordination, and delivery oversight across complex highways, utilities, and urban infrastructure works.
You will be responsible for helping ensure the project is delivered safely, on schedule, within budget, and in accordance with contractual requirements and Parsons’ quality standards.
What You'll Be Doing:
Acting as Parsons’ senior representative with the client, contractors, consultants, authorities, and key stakeholders on a major infrastructure program.
Providing leadership and direction through the construction management, supervision, testing and commissioning, and handover phases of the project.
Reviewing and approving Project Execution Plans, Health and Safety Plans, Quality Assurance/Quality Control Plans, and governance frameworks.
Overseeing the coordination of multidisciplinary teams responsible for civil, structural, MEP, highways, utilities, temporary works, traffic management, testing, commissioning, and handover activities.
Ensuring the project is delivered in accordance with contractual obligations, approved budgets, schedules, and Parsons’ quality standards.
Managing overall financial performance, including budgeting, forecasting, change management, claims avoidance, contract administration, and commercial risk management.
Identifying and proactively managing technical, delivery, commercial, and stakeholder risks, including interfaces with adjacent assets, utilities, transport networks, and public infrastructure.
Leading negotiations related to scope changes, variations, claims, and program adjustments.
Monitoring and reporting performance against key milestones, cost, schedule, safety, quality, and sustainability metrics.
Supporting business development activities, including strategy, proposal development, and client engagement for future infrastructure and mobility opportunities.
Coordinating with internal support functions and regional leadership to mobilize appropriate resources and capabilities for successful project execution.
Participating in senior-level meetings with government entities, regulators, authorities, client representatives, and public or community stakeholders as required.
What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.
Typically 20+ years of experience in the delivery of major civil infrastructure, highways, utilities, roads, transport, or complex urban infrastructure projects, including experience in a senior or project director-level position.
Proven experience delivering major infrastructure projects for government entities, sovereign-backed programs, or leading private developers in Saudi Arabia.
Experience managing temporary works, deep excavations, constrained urban sites, existing utility interfaces, diversions, and complex traffic management measures.
Strong commercial and financial management capability, including budgets, forecasts, change control, claims avoidance, and contract administration.
Comprehensive understanding of Saudi Arabian codes, standards, specifications, permitting processes, and regulatory requirements relevant to highways, utilities, transport, and major urban infrastructure delivery.
Excellent leadership, communication, and stakeholder management skills.
Ability to represent Parsons credibly and effectively at senior government, client, authority, and stakeholder levels.
A strong track record of delivering projects safely and embedding a positive safety culture across all aspects of project management and delivery.
What Desired Skills You'll Bring:
Experience working with major public-sector clients, municipalities, utility providers, transport authorities, and regulatory bodies in Saudi Arabia.
Familiarity with modern delivery approaches and tools, including BIM, digital engineering, temporary works, ground engineering, structural systems, utility diversions, highways interfaces, and traffic management.
Preference may be given to candidates with prior experience working for construction contractors in the delivery of major civil infrastructure, highways, utilities, roads, transport, or complex urban infrastructure projects.
