System VP - Chief Payment Strategy Officer

This job will serve as the strategic integrator across all functions in the organization that impact how we get paid, including developing strategies that specifically address the general industry trend that revenue increases are not keeping up with the inflation in medical expenses. This job focuses on optimizing net revenue performance, advancing payer strategy, and driving reimbursement innovation, including the walk from existing payment structures to value-based and direct to employer strategies. Partners closely with Finance, Operations, Physicians and other executive leaders to ensure payment-related initiatives are cohesive, forward-looking, and support the company’s mission to inspire healthier lives and stronger communities.
This role is intended to provide strategic leadership and enterprise-wide alignment related to payment and reimbursement strategy and does not supersede or replace the established responsibilities of Legal, Compliance, Privacy, or clinical leadership for regulatory adherence, clinical decision-making, or enforcement of applicable laws, regulations, accreditation standards, or payer requirements. Accountability for regulatory compliance, clinical appropriateness, and ethical standards remains vested in the appropriate functional leaders and governance structures, with this role partnering closely to ensure strategies are developed and executed in alignment with all regulatory and organizational requirements.

Education
Required - Bachelor’s degree in accounting, finance, business administration, or related field.
Preferred - Master’s degree in business administration, accounting, finance, or related field.
Work Experience
Required - 10 years of senior leadership experience in healthcare finance, operations, revenue strategy, or payor relations.
Knowledge Skills and Abilities (KSAs)
Proven success in leading strategic initiatives across complex health systems.
Deep understanding of healthcare managed care contracting, reimbursement methodologies, revenue cycle, and utilization management.
Expertise in value-based payment models and healthcare financial regulations.
Strong understanding of financial statements and drivers of operating performance.
Experience evaluating and implementing technology solutions, including automation and AI.
Exceptional executive presence, communication skills, and strategic acumen.
Job Duties
Design and lead a unified front-end revenue strategy that supports Ochsner’s financial goals and system-wide objectives.
Serve as a strategic thought partner to the CFO and executive leadership team on how to transition from how we are paid today to a model where we are paid fairly for our work in both value-based care and fee for service payments.
Ensure revenue functions are integrated with clinical, operational, and financial strategies to drive sustainable performance.
Provide strategic direction and coordination of how we are paid for our services, most importantly to drive how we partner and contract with payors, employers or other end users of our services.
Foster alignment across teams and functions, ensuring a cohesive approach to revenue generation, payor relations, and optimization of reimbursement and cashflow.
Represent revenue strategy in system-wide forums, executive committees, and board-level discussions.
Coordinate with GR on driving leadership in national discussions on reimbursement related issues.
Provide executive oversight of technology use to improve our ability to monitor and impact payor behavior.
Assess current data deficiencies in monitoring payor behavior, and develop a plan to alleviate.
Develop, maintain, and innovate dashboards to evaluate performance and validate external payor data sources to ensure proper payment.
Monitor key revenue performance indicators and identify opportunities for strategic improvement.
Champion a culture of accountability, transparency, and continuous improvement across all revenue functions.
Performs other related duties as assigned.
