ROLE SUMMARY
The Technical Manager is responsible to effectively manage all technical and related services at the hospitals including risks related to infrastructure and assets, all plant and equipment (both clinical and non-clinical).
KEY WORK OUTPUT AND ACCOUNTABILITIES
CONSISTENCY OF CARE
Technical management
Manage all hospital facilities, clinical infrastructure and assets.
Manage technical related purchasing and expenditure.
Manage contractor performance.
Act as a custodian of the asset management database on the CMMS (Computerised Maintenance Management System), ensuring reliability and validity of all data.
Manage the maintenance management system, ensuring that all equipment risks are managed and that all repairs and maintenance is conducted, as and when required.
Meet all competency and output requirements as defined in the ECSA’s “Competency Standard for Registration as a Professional Engineer” document.
Budget Planning and Control
Responsible for the financial performance and budget of the technical services department.
Develop a physical asset based operational budget.
Develop a physical asset replacement budget, with required motivation.
Conduct equipment life cycle assessments on physical assets.
Conduct feasibility analysis for the replacement and purchasing of critical equipment.
Quality and safety compliance
Ensure compliance with all regulatory and statutory regulations.
Ensure compliance with the Occupational Health and Safety Act and other related legislation.
Ensure quality and safety assurance during and after completion of contracts as the safety custodian.
Conduct quality and safety assurance during and after completion of projects.
Manage risks related to Hospital Technical infrastructure and assets related to all plant and equipment (medical and non-medical).
Conduct quality sample audits of reactive and preventive maintenance performed by Technical staff and contractors.
Reporting
Prepare monthly reports as requested on staff, contractors, facility and assets of the hospital.
Develop and maintain trends (trend analysis) of equipment failure and maintenance costs, and report on it.
Project management
Responsible for project management of all small building projects at site.
Policies and procedures
Ensure adherence and implementation of Group policy and procedures to manage and maintain the hospital facilities and assets.
Enforce Group policies and procedures to staff members as well as contractors to ensure the mitigation of all risks.

Provide a professional and effective service to all colleagues, staff and customers.
Attend Hospital and Regional meetings from time to time and inter-departmental interaction with management with specific reference to nursing, health and safety and infection control.
Ensure training of nursing, pharmacy, admin and management staff on technical related issues.
Interact in a professional manner with colleagues, staff and clients.
People management
Manage all staff in the Technical Services Department.
Train and assist Technical staff where required.
Ensure proper planning of resources in accordance with PAS 55 principles.
Ensure the correct skills are provided for the specific job.
In consultation with HR Manager, develop training and succession plans to ensure that staff are trained to the statutory competency requirements for their specific roles.

Assume responsibility for own personal and professional development.
Keep up to date with Netcare’s evolving policies and procedures.
Ensure professional technical conduct at all times.
SKILLS PROFILE
EDUCATION
Essential
NQF level 4 qualification plus Trade Test Certificate for experienced internal applicants to facilities with maximum demand of less than 1200kW (Class C or D Hospital).
Or
National Diploma with Trade Test Certificate or, National Diploma in Electrical or Mechanical engineering (T3 or S4) at NQF level 6.
Facilities with a generator capacity over 3000kW require Certified Engineer (Certificate of Compliance – GCC).Preferred
A B Tech degree at NQF level 7.
WORK EXPERIENCE
Essential
A minimum of five (5) years applicable technical and managerial experience (Class A Hospital) OR a minimum of three (3) years applicable technical and managerial experience (Class B Hospital) OR a minimum of two (2) years applicable technical and managerial experience (Class C and D Hospitals).
Experience in Asset Management and Financial Management.
Preferred
Experience in both the electrical and mechanical engineering in the hospital and hospitality industry would be advantageous.
KNOWLEDGE
Essential
Intermediate computer literacy in MS Office.
Conversant with the principles of maintenance and asset management aspects.
Understanding of energy and water management.
Preferred
Project management.
Knowledge of building regulations.

Professional flexibility in working hours while supporting daily business hours.
