Job Description
Summary: The NC Department of Health and Human Services is a large agency responsible for the health and well-being of North Carolinians. The Purchasing Supervisor oversees purchasing operations for the NC State Laboratory of Public Health, ensuring compliance with state procurement policies while managing procurement activities for laboratory supplies and equipment.
Responsibilities:
- Supervise purchasing operations for laboratory equipment, scientific supplies, and operational materials
- Review and process purchase requisitions for accuracy, completeness, and proper routing through approved procurement methods
- Compare pricing and quotes using NC e‑Procurement and NC State Term Contracts to support compliant purchasing decisions
- Track purchases and provide updates to staff and contract or business owners regarding requisition status
- Develop purchase‑of‑service contracts in the DHHS Open Window application
- Coordinate with the SLPH Accounting Unit to ensure timely and accurate payment for goods and services
- Provide technical assistance to staff on purchasing procedures and consult with internal partners on procurement and contract policy changes
- Develop and implement unit policies and procedures governing purchasing operations
- Train purchasing staff and ensure competency in SLPH‑specific purchasing requirements
- Carry out personnel activities including selection, appointment, promotion, dismissal, and oversight of work quality and productivity
Required Qualifications:
- Bachelor's degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management
- An equivalent combination of education and experience
Preferred Qualifications:
- Demonstrated expert‑level proficiency using NC e‑Procurement to obtain and compare pricing and quotes for scientific supplies, laboratory equipment, and operational materials
- Documented success reviewing and processing high‑volume purchase requisitions with consistent accuracy and adherence to established procurement requirements
- Proven experience developing purchase‑of‑service contracts in the DHHS Open Window application to support compliant and timely purchasing operations
- Managed intermediate‑level financial coordination workflows with accounting units to support timely and accurate payment for goods and services
- Demonstrated effectiveness training staff in unit‑specific purchasing procedures and applying procurement policies to maintain compliant and standardized purchasing practices
