Job Description
Purpose
The incumbent will have the responsibility for delivering the program management of the schemes and initiatives of National Skill Development Corporation (NSDC) & Ministry of Skill Development & Entrepreneurship (MSDE), Government of India, in the respective State. In addition, the incumbent will be responsible for business development, organizational development, representation, and talent management in the allocated State.
Key Responsibilities
1. Programme Implementation & State Coordination
1.1 Support implementation of MSDE/NSDC projects/schemes (PMKVY-CSCM, Apprenticeship, PMVK) in the State.
1.2 Coordinate with the State Skill Mission on various matters on behalf of MSDE.
1.3 Undertake monitoring visits to Training Centres, review workshops/meetings, capacity building of Training Partners (TPs), and handholding support.
1.4 Organize workshops as required by Scheme PMU teams and conduct review workshops/meetings to improve implementation of schemes in the State.
1.5 Provide SIP and process-related support to local TPs/Training Centres (TCs) and State PMUs.
1.6 Facilitate resolution of IT, operational, and systemic issues.
1.7 Coordinate with Sector Skill Councils (SSCs) and District Administration/District Skill Committees.
2. Implementation of Central & State SkillDevelopment Schemes
2.1 Support the State in implementation of Central Skill Training Schemes such as PMKVY-CSSM, STRIVE, SANKALP, and other State-funded schemes.
2.2 Build the capacity of the State Skill Development Mission and other relevant departments on new policies, developments, programmes, and other related initiatives of MSDE/NSDC.
2.3 Support State PMUs on IT/SIP and scheme guidelines.
2.4 Participate in monthly/weekly review workshops/meetings of State TPs.
2.5 Participate in capacity-building workshops for SSDMs and District PMUs and organize workshops as required by SSDMs.
2.6 Facilitate resolution of operational and systemic issues.
2.7 Coordinate with SSCs for assessment, certification, and Qualification Pack (QP)-related issues.
2.8 Undertake monitoring visits to Training Centres as and when required by the State Mission.
2.9 Provide thematic support to the State in the conduct of State Skill Competitions.
3. Business Development & New Opportunities
3.1 Identify suitable business opportunities in the State, across both public and private domains, for implementation of skill development and related programmes.
3.2 Support NSDC in identifying corporates willing to pool funds for skill development activities under Corporate Social Responsibility (CSR) or other available models.
3.3 Promote Apprenticeship programmes through industry and corporate connect/collaboration.
3.4 Support industry connect, NAPS Portal handholding, regular monitoring, and TPA recommendations.
3.5 Undertake outreach and capacity building of SSDMs, Directorate of Industries, and other relevant State departments related to NAPS.
3.6 Support onboarding of new establishments and BTP/TPA recommendations.
3.7 Connect with industries, MSMEs, and potential employers for registration on NAPS/ASSEM and participation in Rozgar Melas, etc.
3.8 Establish linkages with regional chapters of industry associations in the State.
4. Promotion of NSDC International Initiatives
4.1 Create awareness and conduct capacity-building sessions for relevant stakeholders in the State.
4.2 Facilitate candidate registration and counselling.
4.3 Coordinate with PMU, NSDC International, and the State Skill Development Mission as required.
5. Capacity Building of Training Partners / AcademicInstitutions
5.1 Build the capacity of TPs/Academic Institutions (AIs) on new developments, IT portals, guidelines, and related processes of skill development programmes.
5.2 Design TP performance review mechanisms and FAQs to address queries of Training Partners.
5.3 Conduct weekly meetings to review TP performance and address issues related to payments, assessment, certification, placements, etc.
6. Citizen Engagement Activities
6.1 Facilitate mobilisation of potential candidates for skill development schemes, RPL, etc., through active engagement with SSDM, TPs, SSCs, District Skill Committees, and other stakeholders.
6.2 Design quarterly plans/calendars for mobilisation camps, Kaushal Melas, Rozgar Melas, etc.
6.3 Conduct mobilisation camps and Kaushal Melas involving private Training Partners, State Government, and Sector Skill Councils.
6.4 Represent NSDC in Kaushal Melas, Rozgar Melas, and similar events in the State.
6.5 Explore potential areas of collaboration for NSDC in such events.
6.6 Track and share reports of Rozgar Melas/Kaushal Melas conducted by PMKVY/PMKK/Fee-based Model TPs, SSCs, and State Skill Development Missions in the State.
7. India Skills, Regional Skills & State-SponsoredEvents
7.1 Facilitate conduct of Regional Skills Competitions, Rozgar Melas, and State-level events by extending necessary support.
7.2 Support skill development events, including workshops, seminars, exhibitions, etc., conducted in the respective State.
7.3 Explore potential areas of collaboration for NSDC in State-sponsored events.
7.4 Track and share reports of events conducted by PMKVY/PMKK/Fee-based Model TPs, SSCs, and State Skill Development Missions.
7.5 Ensure adoption of manuals and Standard Operating Procedures (SOPs) in the conduct of events.
8. Reporting to Standing / Consultative Committees &MPs
8.1 Design templates for reporting scheme progress and other related activities.
8.2 Establish communication and connect with members of Standing Committees (SC) and Consultative Committees (CC) in the respective State.
9. State Performance, Best Practices & Reporting
9.1 Track the performance of SSDMs and the progress of their skill development programmes and other Ministry schemes in the State.
9.2 Design formats to capture the progress of State skill development schemes, skilling activities, best practices, events, etc.
9.3 Capture the monthly progress of State Skill Development Schemes of SSDMs, skill development schemes of other Ministries, and best practices being followed in the State.
9.4 Report a minimum of 4–5 news items monthly, including events, success stories, and inaugurations of centres in the State.
10. Operational Support – IISC, CSR, Special Projects& Other Programmes
10.1 Provide operational support to IISC, Special Projects, CSR Skilling Programmes, Market-Led Programmes, and other skilling initiatives.
10.2 Identify corporates willing to provide funds for skilling under CSR.
10.3 Generate leads for funding/no-funding partnership models.
10.4 Identify Training Partners involved in overseas placement support.
Requirements
Knowledge and Experience
Education Qualifications
Post Graduate Degree in Social Sciences or MBA from a reputed institute.
Experience
- Minimum 7+ years of experience working on skill development and livelihood programmes, with a focus on skilling and entrepreneurship in the private sector/social enterprises, with demonstrated ability to foster partnerships and work with multiple stakeholders.
- Prior experience in consulting, skill development and livelihoods, non-profit organisations, foundations, or corporates is preferred.
