Operations and Maintenance (O&M) Manager

Rayburn Energy Station 2 (RES 2), located in Sherman, TX, is a greenfield fast-start simple-cycle facility under construction. The project will feature ten Siemens SGT-800 combustion turbine-generator units and associated balance-of-plant systems. The site is adjacent to the 750 MW Rayburn Energy Station 1 (RES 1), a combined-cycle facility with two Siemens SGT6-5000F turbines and HRSGs.

Opportunity Summary

The Operations and Maintenance (O&M) Manager will primarily support Rayburn Energy Station 2 (RES 2) with an initial focus on pre-commissioning, startup, system turnover, workforce readiness, and transition to commercial operation.

Once commercial operation begins, the O&M Manager will oversee the safe, reliable, efficient, and environmentally compliant operation and maintenance of RES 2. This role leads plant personnel, supports real-time grid responsiveness, and drives performance through maintenance planning, reliability improvement, outage execution, personnel development, regulatory compliance, and financial stewardship.

As part of the broader Rayburn Energy Station management team, the O&M Manager will also provide support to Rayburn Energy Station I (RES I) as needed. This support is intended to promote an integrated, one-team approach across the site and may include coordination of personnel, maintenance activities, outages, training, and other operational priorities.

As O&M Manager, your responsibilities specific to the Pre-Commissioning Phase include the following functions:

• Lead commissioning, startup, system walkdowns, turnover reviews, testing, troubleshooting, punch-list resolution, performance testing, and operational readiness activities.
• Coordinate with the Plant Manager, Owner, EPC/Engineer of Record, OEMs, commissioning teams, vendors, and plant personnel to support safe system turnover and transition to commercial operation.
• Develop and validate operating and maintenance procedures, commissioning documentation, system descriptions, training materials, and other technical documentation required for startup and ongoing operations.
• Establish workforce qualification requirements and support implementation of the CMMS, equipment hierarchy, preventive and predictive maintenance programs, critical spare-parts inventory, and long-term maintenance and reliability strategies.

Your scope of responsibility as O&M Manager includes the following primary functions:

• Promote a strong safety culture and ensure employees, contractors, and vendors comply with established safety, environmental, regulatory, LOTO, and hazardous-energy control requirements.
• Lead, coach, and develop operations and maintenance personnel while establishing clear expectations for performance, procedural compliance, teamwork, accountability, and professional development.
• Oversee the safe, reliable, and efficient operation and maintenance of Siemens SGT-800 combustion turbines, generators, electrical systems, emissions-control systems, and associated balance-of-plant equipment.
• Maintain readiness for fast-start and dispatch-driven operation by balancing equipment condition, operating limitations, maintenance requirements, cycling impacts, personnel resources, availability, and response capability.
• Analyze operating and maintenance data, starts, outages, alarms, equipment trends, and maintenance history to improve start reliability, reduce forced outages, and identify cost-effective reliability improvements.
• Direct root cause analysis and corrective actions for equipment failures, start failures, forced outages, and abnormal operating conditions while continuously improving preventive, predictive, and corrective maintenance programs.
• Plan and coordinate maintenance activities and outages, including work scope, scheduling, resources, contractor oversight, LOTO, quality control, testing, and safe return to service.
• Manage effective use of the CMMS for work planning, scheduling, preventive maintenance, backlog management, equipment history, maintenance reporting, and asset reliability.
• Guide recruitment, onboarding, training, qualification, performance management, career development, and succession planning for assigned personnel.
• Support O&M budgets, maintenance forecasts, outage and material costs, contractor and vendor expenditures, inventory decisions, and capital planning while collaborating with internal and external stakeholders to support reliable and commercially responsive plant operation.

Perform other duties as assigned to support safe, reliable, and compliant plant operations.

Working Relationships

The O&M Manager reports to the Plant Manager and is responsible for overseeing RES2 Operations and Maintenance personnel, ensuring effective leadership, coordination, and operational performance across the facility.

Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.

Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.

Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.

Fitness for Duty

All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.

Work Schedule

The O&M Manager works a standard Monday to Friday day shift schedule. This position will require extended hours, flexible shifts, weekends, and holidays as needed to support plant operations and business needs and may also require callout availability. Depending on the position, on-call status may or may not apply.

Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings.

Compensation

This position offers an annual base salary ranging from $165,000 to $195,000 and includes eligibility for an annual performance bonus.

Professional Experience & Leadership Qualifications

• Bachelor of Science degree in engineering, engineering technology, or a related field is desired. Significant relevant power-generation experience may be considered in lieu of education.
• Extensive power-generation operations and maintenance experience with progressive leadership responsibility; gas-turbine experience required, with simple-cycle, fast-start peaking, and Siemens turbine experience preferred.
• Prior involvement in power plant commissioning, startup, system turnover, testing, major capital projects, or operational readiness is preferred.
• Strong leadership capabilities with demonstrated ability to supervise, coach, develop, and hold accountable operations and maintenance personnel, manage competing priorities, make sound decisions, and communicate effectively with employees and key stakeholders.
• Comprehensive understanding of combustion turbines, generators, electrical systems, emissions-control systems, balance-of-plant equipment, plant control systems, operating procedures, maintenance practices, and equipment reliability principles.
• Working knowledge of equipment reliability, preventive, predictive, and corrective maintenance practices, outage planning and execution, equipment trending, root cause analysis, contractor management, and spare-parts strategy.
• In-depth knowledge of environmental and regulatory compliance, OSHA requirements, LOTO, hazardous-energy control, and applicable plant safety and environmental programs.
• Proficiency with CMMS platforms, DCS and plant control systems, standard business software, and data and reporting tools used to manage work activities and communicate plant performance.
• Financial acumen to support O&M budgets, maintenance forecasts, contractor and vendor expenditures, inventory decisions, and capital planning while balancing reliability, operational risk, and cost.
• Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
