Job Summary
Under the direction of the Manager of Distribution Scheduling, the Scheduler Operations Analyst coordinates and optimizes Distribution Operations work schedules to support efficient field execution and resource allocation. Responsibilities include creating and managing work orders, scheduling daily crew activities through Workforce, tracking and obtaining required city and county permits, supporting compliance requirements, monitoring operational performance, and identifying process improvements. The role may also create, and complete Emergency, Non-Design, and Simple Work Orders to support maintenance and construction activities on the Distribution System while collaborating with internal teams to ensure timely and effective work execution.
Job Responsibilities
1. Develops and maintains daily, weekly, and long-term schedules to support efficient execution of Special Service activities, ensuring optimal resource utilization and timely completion of work.
2. Collaborate with Schedulers and Field Coordinators to ensure schedules are accurate, feasible, and aligned with operational priorities.
3. Creates work orders in a timely and accurate manner, ensuring all required documentation is properly submitted, processed, and aligned with company standards and operational procedures.
4. Monitors progress of scheduled work and proactively adjust timelines to meet performance goals and deadlines.
5. Creates and processes invoices and purchase orders, ensuring compliance with company policies, proper coding, and timely submission for financial reconciliation.
- Responsible for applying for and tracking of permits to allow for compliant construction of EPE facilities.
- Coordination of Special Services – communication between the Scheduler and the customer, breakdown of charges, preparation of invoices and collection of payment from customers.
8. Creates and interprets design layouts or job plans to support the generation of accurate work orders, ensuring alignment with operational requirements and company standards.
9. Analyzes scheduling data to identify patterns, inefficiencies, and areas for process improvement.
10. Continuously monitor dispatch activities and make real-time adjustments to schedules based on operational needs, emergencies, or resource availability. Assists in the development and evaluation of performance metrics related to scheduling and resource utilization.
11. Prepares and maintains reports and documentation to support scheduling activities and operational transparency.
12. Adheres to all applicable Company policies, procedures, and the code of ethics.
Job Qualifications
Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate with or without reasonable accommodation that the essential functions of the job can be performed.
Education
Bachelor’s degree in computer science, Engineering, Operations Management, or related field; or an equivalent combination of education, training, and experience in the electric utility industry.

Minimum Knowledge, Skills and Abilities
- Understanding of the DDCM department, including but not limited to process and department responsibilities.
- Understanding of scheduling and dispatching processes within utility operations.
- Proficiency in Microsoft Office Suite, especially Excel and Outlook.
- Familiarity with scheduling software and systems such as PCAD/Workforce, Open Grid, GIS, Oracle Fusion, CIAC, NetCADOPS and BI-Cognos.
- Strong analytical and organizational skills.
- Effective verbal and written communication.
- Ability to work collaboratively across departments and maintain professional relationships.
- Ability to handle confidential information with discretion.
- Ability to generate, interpret, and present scheduling performance reports and KPIs to support decision-making.
- Familiarity with supporting system upgrades, process changes, and training initiatives related to scheduling tools.
Physical Demands

Work Environment

Pay: $23.00 - $36.00 per hour
