The HSE Supervisor is responsible for coordinating and monitoring Health, Safety and Environment (HSE) activities at the site to ensure compliance with Mars standards abd Kazakhstan legal requirements. The role supports the development of a proactive safety culture, ensures implementation of risk management programs, and drives continuous improvement of workplace safety and environmental performance.

Key Responsibilities:

• Function as site Safety Professional for assigned construction project
• Support implementation and maintenance of the site's Health, Safety & Environment Management System.
• Monitor compliance with Kazakhstan legislation, Mars standards, permits, internal procedures, and HSE programs.
• Conduct routine workplace inspections, audits, safety observations, and risk assessments.
• Coordinate incident reporting, investigations, root cause analysis, and corrective action tracking.
• Organize and deliver HSE inductions, toolbox talks, safety campaigns, and awareness programs.
• Support implementation of Behavior-Based Safety (BBS), Life Saving Rules, and other corporate safety programs.
• Ensure contractors, visitors, and third parties comply with site HSE requirements.
• Maintain HSE documentation, records, statistics, permits, registers, and legal compliance records.
• Monitor use of Personal Protective Equipment (PPE) and ensure compliance with safety requirements.
• Participate in management of emergency preparedness programs, fire safety systems, drills, and evacuation exercises.
• Assist departments in identifying hazards and implementing risk controls.
• Monitor corrective and preventive actions arising from incidents, audits, inspections, and observations.
• Support implementation and maintenance of ISO 45001 and ISO 14001 management systems.
• Prepare regular HSE reports and performance indicators for management review.
• Interface with regulatory authorities, corporate auditors, certification bodies, and external stakeholders during inspections and audits.
• Perform Construction safety observations as established by the frequency and level for each contractor and subcontractor in accordance with the MARs contractor safety program.

The HSE Supervisor works closely with Operations, Engineering, Maintenance, Quality, Contractors, and external authorities to ensure safe and environmentally responsible operations. The role provides day-to-day HSE support to the site, conducts field verification of compliance, and supports continuous improvement initiatives aligned with Mars HSE strategy and objectives. The position requires regular presence in production and warehouse areas and active engagement with employees, contractors, and leadership teams.

Job Specifications/Qualifications:

• Bachelor's degree in Occupational Health & Safety, Industrial Safety, Environmental Management, Engineering, or related discipline.
• Professional certifications in occupational safety and environmental management are considered an asset.
• Fluent in Kazakh and Russian languages.
• Good command of English (Intermediate or above).
• Minimum 3–5 years of HSE experience in manufacturing, FMCG, industrial, or construction environments.
• Strong knowledge of Kazakhstan occupational safety, industrial safety, environmental, and fire safety legislation.
• Practical experience with ISO 45001 and ISO 14001 management systems.
• Experience conducting incident investigations and risk assessments.
• Experience managing contractors and site safety programs.
• Understanding of permit-to-work systems, LOTO, confined space entry, work at height, and machine safety.
• Experience with behavioral safety programs and safety culture initiatives.
