Deliverables:
The Visiting Scholar will contribute to the development of Public Debt Management (PDM) Governance Guidelines (20 days) and support the associated consultation process:
Development of an operational framework to strengthen governance and transparency in public debt management.
Identification of practical debt management indicators to support surveillance and policy assessment.
Coverage of core areas including institutional arrangements, decision-making processes, issuance practices, risk management, and debt data and reporting.
Integration of emerging challenges in debt management since the 2014 PDM Guidelines, with a view to informing future updates.
In parallel, the Visiting Scholar will:
Lead the coordination of a consultative group of international debt managers, drawing representation from different regions.
Organize and support structured engagement with key stakeholders, including preparation of materials and synthesis of feedback.
Contribute to ensuring that the Guidelines reflect cross-country experience and are operationally relevant.
Expected outputs and deadlines:
The scholar will work closely with MCMDM staff and report regularly on progress. The assignment will deliver:
Draft sections of the PDM Governance Guidelines.
Inputs to the development of governance indicators and supporting analytical material.
Structured summaries of consultations with the international debt managers’ group, including key feedback and recommendations.
Outputs will be delivered in line with the division’s work program, including preparation for consultation milestones and subsequent refinement of the Guidelines
All outputs are expected by April 30, 2027.
Background/rationale for requesting short-term hire:
The division is advancing work on updating the Public Debt Management Guidelines, with the objective of moving toward a more operational and surveillance‑relevant framework that reflects evolving challenges in debt management.
This work includes a structured consultation process with debt managers to ensure that the Guidelines are grounded in country experience and reflect practical implementation considerations.
The assignment combines analytical work on governance frameworks with coordination of a multi‑stakeholder consultation process. Delivering this effectively requires both technical expertise and the ability to engage credibly with senior debt managers.
