HR Specialist / Payroll Coordinator
Home Healthcare | Full-Time | On-Site
Type: Direct Hire Reports To: CEO
Position Overview
We are seeking a detail-oriented and people-first HR Specialist / Payroll Coordinator to support our growing home healthcare organization. This dual-function role is responsible for managing the full employee lifecycle alongside accurate, compliant payroll processing for a diverse, field-based workforce. The ideal candidate understands the unique operational demands of home health, including caregiver scheduling complexity, multi-rate pay structures, and state-specific compliance requirements.
Key Responsibilities
Payroll
- Process bi-weekly or semi-monthly payroll for 50–200+ employees, including caregivers, CNAs, RNs, and administrative staff
- Manage multi-rate pay structures, overtime calculations, and shift differentials in compliance with FLSA and state wage-and-hour law
- Reconcile timekeeping records from EVV/scheduling systems (e.g., HHAeXchange, Sandata, ClearCare/WellSky) to payroll
- Process garnishments, tax withholdings, benefit deductions, and direct deposit changes
- Maintain payroll records and prepare periodic reports for finance and management
- Partner with accounting on payroll journal entries and reconciliations
- Stay current on federal, state, and local payroll tax law; ensure timely tax filings and W-2 issuance
Human Resources
Manage full-cycle onboarding for clinical and non-clinical staff, including background checks, I-9 verification, credentialing support, and new hire orientation
Maintain accurate and compliant personnel files, licensure tracking, and certification expiration alerts
Administer benefits programs including health, dental, vision, PTO, and FMLA/leave of absence coordination
Support employee relations by serving as a first point of contact for HR inquiries and policy questions
Assist with performance management processes, corrective action documentation, and terminations
Ensure compliance with HIPAA, Joint Commission standards, and applicable healthcare employment regulations.
Support recruitment efforts as needed, including posting positions and coordinating interviews
Qualifications
Required
- 3+ years of combined HR and payroll experience; healthcare, home health, or staffing environment
- Proficiency with payroll platforms such as ADP, Paychex, Paycom, Gusto, or similar
- Working knowledge of FLSA, FMLA, ADA, EEO, and applicable state employment law
- Experience with electronic visit verification (EVV) or home health scheduling/timekeeping systems
- Strong attention to detail and ability to manage competing deadlines with minimal errors
- High degree of confidentiality and discretion in handling sensitive employee information
- Proficiency in Microsoft Excel and HRIS platforms
Preferred
- PHR, SHRM-CP, CPP, or FPC certification
- Experience supporting a Medicaid/Medicare-certified home health or hospice agency
- Bilingual (English/Spanish) a plus
- Familiarity with California wage-and-hour law, including meal/rest period requirements and Domestic Worker Bill of Rights
