Payroll & Total Rewards Solutions Manager
Location: Tampa, FL (HQ)

We are looking for an organized, professional, dedicated individual to join as a Payroll & Total Rewards Solutions Manager. The Payroll & Total Rewards Solutions Manager is responsible for the timely and accurate delivery of payroll and related client services, including recordkeeping and reporting, time & attendance, while supporting the design, implementation, and administration of Total Rewards programs, including compensation, benefits, and related HR systems. This position provides support to Accounting and other departments and serves as a subject matter expert and solutions partner, ensuring compliance, process optimization, and alignment with organizational strategy.

Payroll Management:
Comply with all corporate responsibilities in the processing and deliverance of payroll functions as it relates to management; employees; state and federal reporting; maintaining and producing payroll reports and records as needed and serve as a liaison to external regulating agencies as determined by law.
First point of contact for employees for time, attendance, and payroll.
Payroll duties:
Process and maintain all payroll transaction information for new hires, terminations, leave of absences, transfers, earnings, taxes, child support, tax levies, benefit and other deductions, garnishments, direct deposits, etc.
Maintain roles in the payroll system for supervisors, managers and up so they can review and approve timecards for their staff.
Process and maintain all time and attendance information for new hires, and transfers to comply with company pay policies.
Complete vendor transactions including flexible spending and 401K.
Verify all State and Federal taxes, including bi-weekly, month end, quarter end, and year-end reconciliations.
Balance all payroll entries for bi-weekly, month end, quarter end, and year end, research and resolve any payroll issues in a timely manner.
Reporting new hires on bi-weekly basis to the state of Florida for all locations.
Maintain and distribute all employee W-2s.
Document payroll procedures and determine appropriate workflow.
Crosstrain designated back-up to administer and process time, attendance, and payroll.
Maintain Payroll configuration in Workday to ensure accurate calculations and compliance with state and federal laws.
Maintain setting up with ADP for wage payments, garnishment processing, and tax reporting.
Maintain the GL within Workday, download GL reports following each payroll, send reports to Accounting, coordinate with Accounting for changes/updates.
Maintain active communication with managers to ensure that timely and accurate payroll information is received for processing bi-weekly including personal leaves, time off requests, sick leaves, holiday pay, prior week adjustments and exception reports.
Process payments for third-party STD and LTD where applicable.
Compile third party pay tax reporting information for employees and company FICA third party responsibilities for employee third party income.
Assist with internal and external auditors on payroll data requests.
Maintain, audit PTO accruals for all employees and audit PTO program to ensure accuracy.
Complete quarterly Multiple Worksite Report for the state of Florida
Assure compliance with Federal and State payroll laws including domestic partnerships, taxes, and all other requirements.
Prepare and maintain a disaster plan for payroll and serve as the point of contact.
Total Rewards:
Support the design, execution, administration, and communication of compensation and benefit programs that attract and retain top talent.
Collaborate with Talent leadership to analyze market trends and recommend competitive base pay structures and incentive programs.
Assist with annual merit and bonus administration process, including bonus projections for Accounting/Finance.
Review, recommend, and administer commissions, incentives, and other variable/incentive pay programs.
Assist in the evaluation of jobs to determine FLSA status, job level, and compensation ranges.
Assist with market salary surveys and maintenance of compensation software data.
Primary support for retirement plan administration, funding, compliance, and annual audit.
Support Open Enrollment configuration, testing, and vendor integrations in Workday.
Audit and monitor benefit deductions for all plans including Medical, Dental, Vision, Life, LTD, STD, 401K, and all others for both full time and part time employees assuring appropriate contributions are being withheld and remitted via outbound integrations.
Administer employee purchase programs, from beginning to loan repayment, including following up with terminated employees, and providing a bi-weekly report to Accounting.
Workday & Process Optimization:
Functional Workday expert, ensuring accurate data flow between Workday and vendor partners.
Identify and implement process improvements and automation opportunities to increase efficiency and accuracy as it pertains to Total Rewards.
Partner with HRIS & Compliance Manager on Workday releases, testing, data integrity, reports, integration, and general maintenance.
Partner with HRIS & Compliance Manager and Workday consultants on optimization projects supporting various functions across the organization, as needed.
Prepare and deliver reports for HR, Finance/Accounting, and executive leadership, including but not limited to headcount budget reports and analytics to support proposals or initiatives.
Experience:
Strong knowledge of payroll laws, tax regulations, and compliance requirements.
Analytical and problem-solving skills with a continuous improvement mindset.
Ability to align payroll and rewards practices with organizational objectives. Strong business acumen.
Exceptional attention to detail, organizational skills, and ability to handle confidential information.
Ability to navigate complex and evolving regulations and organizational needs.
Excellent interpersonal and presentation skills to effectively communicate with all levels of the organization and external business partners.
Operational:
Must demonstrate a functional knowledge of the Bank Secrecy Act in addition to other Federal laws, including but not limited to U.S. Patriot Act, Office of Foreign Assets & Control, Anti-Money Laundering, Right to Financial Privacy Act, and the Bank Bribery Act.
Required Qualifications:
Bachelor’s degree required; Human Resources, Accounting, Finance, or related field preferred.
Minimum 5 years’ experience of progressive experience managing the full payroll process and systems administration or combination of education and experience.
Experience/exposure to total rewards, benefits, and compensation.
WorkDay and ADP experience required. Workday Pro Payroll required or obtain in first 6 months. Workday HCM and/or Benefits Pro a plus.
Certified Payroll Professional preferred. SHRM-CP, CBP, CCP, or CEBS a plus.
Position Details:
Location: Downtown Tampa – GTE Headquarters
Department Hours: Monday– Friday (9:00 am to 6:00 pm)
Full-time hours required, with additional hours as necessary to accomplish objectives, goals, and projects.
The position is defined as hybrid in nature, (in-office, or remote) and may be changed at any time by management with appropriate notice, if possible.

Some positions will require performance standards to be met to qualify for alternative work arrangements.
Required to have power and high-speed internet over 100MB (minimum).

Hybrid candidates must live within driving distance of the office location and be able to regularly commute to and from the office location as needed.
