Summary: GSA is a U.S. government agency focused on improving the efficiency and effectiveness of federal operations. The Program Analyst analyzes program operations, conducts qualitative and quantitative research, evaluates business and management practices, develops data, and supports the preparation of findings and recommendations for management.
Responsibilities:
- Under close supervision and assistance as required, analyzing the issues in the assignment, then selecting and applying accepted analytical techniques such as task analysis, work simplification, workflow charts, workload measurement and management and organizational practices to determine the most effective methodology needed to meet program goals and milestones
- Learning the scope and foundation of agency administrative and program activities; agency missions, policies, and objectives; and management principles and processes to serve as a program analyst to management on the evaluation of the effectiveness and efficiency of GSA government programs
- Using basic qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned limited, conventional work/projects
- Under close supervision and assistance as required, applying basic analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature
- Identifying and developing data required for use by higher level analysts in the management and direction of programs
- Analyzing the issues in the assignment, then selecting and applying accepted analytical techniques such as task analysis, work simplification, work-flow charts, workload measurement and management and organizational practices to determine the most efficient way to organize work
- Learning the scope and foundation of agency administrative and program activities; agency missions, policies, and objectives; and management principles and processes to serve as an analyst to management on the evaluation of the effectiveness and efficiency of government programs
- Using qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned work/projects
- Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues deal with readily observable conditions and written guidelines covering work methods and procedures
- Identifying and developing data required for use in the management and direction of programs
Required Qualifications:
- • US Citizenship or National (Residents of American Samoa and Swains Island)
- • To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service
- • Gathering data and applying analytical and evaluative techniques to identify and resolve issues/problems relating to business and management practices and procedures, organizational structure, and/or work processes
- • Compiling and presenting data orally and/or in writing; and
- • Interpreting and applying regulations and/or policies
- Completed at least one full year of graduate level education (18 semester hours or the equivalent)
- • Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses
- • Grade-point average (rounded to one decimal point) of:
- • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or
- • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum
- • Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies
- A combination of graduate level education and appropriate specialized experience that together meet the qualification requirements of this position
- To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service
- • Researching and investigating new and improved business and management practices
- • Assisting in conducting studies of statistical, descriptive, or evaluative information, materials, and data
- • Assisting in the preparation and delivery of briefings to management and/or senior staff employees on study findings and recommendations
- Master's or equivalent level degree (i.e. JD) or 2 full years of progressively higher-level graduate education leading to such a degree
- Applicants must have a combination of graduate level education (beyond the Bachelor's Degree) and specialized experience (as described above) that together meet the qualification requirements of this position
