Job Description
Summary: The County of San Luis Obispo is seeking an experienced and collaborative Human Resources Administrative Officer to provide operational leadership and administrative oversight for a centralized Human Resources team. The role involves managing day-to-day administrative functions, supervising HR support staff, and ensuring efficient and customer-focused service delivery to the Departments of Public Health and Behavioral Health.
Responsibilities:
- Directly supervise and develop a team of three Human Resources Technicians and other temporary staff as needed
- Oversee HR administrative operations, workflow management, records management, onboarding support, personnel transactions, and customer service functions
- Coordinate and monitor work assignments to ensure timely and accurate processing of HR actions
- Partner closely with Human Resources Analysts to support recruitments, leave management, employee training opportunities, and personnel matters
- Develop and improve administrative processes, procedures and performance measures to enhance efficiency and service quality
- Serve as a liaison with department managers, Payroll, Benefits, IT and other stakeholders
- Provide leadership, coaching, and accountability to staff while fostering a positive and collaborative team environment
Required Qualifications:
- Experience supervising and developing staff
- Strong organizational and project management skills with the ability to manage multiple priorities simultaneously
- Excellent communication and relationship building abilities
- Strong knowledge of HR best practices, particularly in the areas of recruiting, employee development, and leave management (including FMLA, CFRA, PDL and the ADA)
- A customer-service mindset and the ability to work effectively with employees at all organizational levels
- Strong analytical and problem solving skills
- Initiative, accountability and a continuous improvement approach to their work
- The ability to exercise discretion and handle sensitive and confidential information
- Possession of a bachelor's degree from an accredited four-year college or university in human resources, business or public administration, accounting, or a closely related field
- Two years of experience as an Administrative Services Coordinator or other progressively responsible paraprofessional experience in human resources, finance or accounting, or other administrative functions
