Job Description
General Overview
In Cook County, the County Treasurer oversees the second-largest property tax collection and distribution system in the United States. The Treasurer's office collects over $19 billion in taxes from over 1.8 million parcels of land, and distributes those monies to over 2,200 taxing bodies, such as municipalities, schools, libraries, law enforcement offices, which rely on the funds for their day-to-day operations.
The real estate property tax is generated as a result of an intricate and complex system of laws, calculations, and the work of a number of governmental bodies and offices. The Treasurer's Office, in addition to collection and distribution of taxes, handles many other related functions. It plays an integral role in, for example, refunds, bankruptcies, condemnations, tax objections and exemptions. It plays a special role in programs arising out of other governmental bodies, such as senior tax deferral and federal forfeiture. It conducts the annual tax sales.
Job Summary:
Oversees, manages, and organizes internal applications, databases, and reporting tools (e.g., Excel, SQL, Oracle, Power BI, Tableau) to extract, transform, and validate data, with an emphasis on legal functions of the office.
Leads the collaboration with cross-functional teams (finance, operations, analytics) using artificial intelligence to improve processes and workflow, increase efficiencies by eliminating redundancy, and maximize productivity through automation.
Recommends and implements process improvement through AI and machine learning that reduces the frequency of human decision making with automated processes.
Assists staff and administrators with the evaluation and on-going development of the legal department's utilization of and access to automated systems and formats.
Oversees long-term planning, road mapping, and project prioritization, in consultation with the chief legal counsel.
Prepares special reports related to statistics, trends, and productivity. Confers with senior staff, as necessary, regarding the development and completion of legal records.
Inspects documents in order to ensure conformance to prescribed standards for completeness and accuracy. Reviews and edits reports eliminating extraneous material and adding essential details and comments.
Performs routine administrative duties as necessary, including but not limited to conducting and attending meetings, reviewing and analyzing reports, compiling data for reports, preparing reports and correspondence, entering data into the computer and creating/maintaining spreadsheets, processing mail, copying and filing documents, etc.
Authors and maintains detailed user manuals for various processes.
Prepares training materials and conducts periodic training sessions.
Receives and responds to inquiries and requests for assistance from other County departments and external agencies regarding property tax matters.
Minimum Qualifications:
Graduation from an accredited college or university with a bachelor’s degree in Finance, Accounting, Data Analytics, Information Systems, Artificial Intelligence, or with emphasis on financial management, supplemented by two (2) years practical working experience as an accountant, auditor or other financial administrator, utilizing the knowledge, skills and abilities listed herein, OR, six (6) years highly responsible finance experience in a large governmental organization, supplemented by additional education or training in accounting procedures.
Knowledge, Skills, Abilities and Other Characteristics:
Proficiency in Microsoft Excel (advanced), SQL, Oracle, Tableau, and data analysis tools.
Experience with Python, Power BI, VBA, or ETL tools.
Skills in utilizing artificial intelligence (AI), and recommending use of AI to enhance workflow, increase productivity, and reduce risk.
Proficiency in the use and application of computer software for purposes of managing, recording and manipulating large sets of data.
Familiarity with federal, state and local laws, pertaining to the management and reporting of property taxes.
Understanding of legal operations, finance, and technology trends.
Initiative, resourcefulness and good judgment in performance of duties; ability to make independent decisions.
Ability to supervise, direct the activities and review the work of support staff. Possess excellent skills in identifying possible errors, inconsistencies, and inefficiency.
Skill in organizing information in a logical manner to support decisions.
Ability to write in a concise and grammatically correct manner.

Pay: $80,000.00 - $120,000.00 per year
