Job Description
Summary: The City of Loveland is seeking a City Inspector I or II to conduct inspections of public and private projects to ensure compliance with City standards. The role involves interacting with contractors and the public, providing technical information, and enforcing municipal ordinances related to construction and safety regulations.
Responsibilities:
- Performs complete and professional construction inspection duties to determine acceptance and compliance with City standards and specifications by rendering objective and impartial decisions in a firm and tactful manner for construction in City right-of-way
- Read, interpret, and enforce applicable transportation and utility construction standards, construction drawings, working plans, and maps
- Provide technical information to contractors and the general public
- Track status of projects and any arising concerns
- Produce daily logs for assigned projects to effectively document construction activities
- Interact with developers, contractors, and citizens in an effective and professional manner to address any questions or concerns
- Enforces Municipal Ordinances regulating construction, safety, and site development
- Provides interpretation, explanations, and clarifications of, as well as information on, adopted codes and ordinances to contractors and the public
- Meets and confers with developers, consultants, contractors, employees and the general public regarding engineering and development requirements
- Read, interpret, and enforce applicable transportation and utility construction standards, construction drawings, working plans, and maps
- Provides technical information to contractors and the general public
- Represents Public Works and Utilities in meetings with contractors, developers, and the public
- Serves as liaison between the city and contractors and the general public
- Performs other duties as assigned
- Operates survey equipment to check grades and have ability to measure constructed materials to determine quantities
Required Qualifications:
- High School graduate or GED
- 1 year on-the-job experience performing construction inspection or related duties
- Must possess a valid driver's license
- 5 years on-the-job experience performing construction inspections including documentation of the quality and quantity of materials placed on urban streets and storm drainage projects required. This work should have included the installation of soils, hot mix asphalt, flatwork and structural concrete, storm water pipe, trenching, manholes, drainage inlets, riprap, hydraulic structures, and erosion control measures
- Self-motivated and positive team player able to multitask and prioritize
- Ability to interpret and apply codes and ordinances, read construction documents, and enforce regulations
- Ability to express oneself clearly both verbally and in writing, and to prepare written reports and review comments
- Ability to establish and maintain working relationships
- Must be a proficient problem solver and effective in conflict resolution
- Must be interpersonally effective at working with contractors and developers, as well as citizens
Preferred Qualifications:
- Current certification in LabCAT Level A or ACI Field Concrete Testing
- Working knowledge of Excel and MS Word
- Previous knowledge of construction and/or construction materials
- Current certification in Erosion Control (NPDES and State of Colorado) or obtain within 6 months of hire
- Current certification in LabCAT Level A and ACI Field Concrete Testing
- Possesses an understanding of street signing and striping as described in the Manual on Urban Traffic Control Devices related to construction activities
- Thorough understanding of construction materials inspection, sampling and testing as described in the Larimer County Urban Area Street Standards, Colorado Department of Transportation Standard Specifications for Road and Bridge Construction, or a comparable materials manual
- Understanding of the Americans with Disabilities Act standards as well as Public Right-of-Way Access Guidelines
- Experience with ESRI ArcGIS
- Experience with CityWorks or other asset management systems
