Job Description
Qualifications
- Currently employed by the City of Hoover in the Engineering Department;
- Four (4) years or more of experience in managing the bidding and construction of various projects for the Engineering Department;
- Four (4) years or more of experience in managing the operational functions for the Engineering Department;
- Four (4) years or more of experience managing the review of construction plans for projects within the City of Hoover;
- Possession of a valid state issued driver's license and the ability to obtain and maintain a City of Hoover Driver's permit.
PREFERRED QUALIFICATIONS:
- Knowledge of the financial and permitting systems of the City of Hoover;
- Knowledge of the City of Hoover Sanitary Sewer Systems;
- Proficient in Microsoft Word, Excel, PowerPoint, and Outlook and Bluebeam software.
Responsibilities
- Program Manager for several City Civil Construction Projects and various Right of Way Projects;
- Manages and inspects the applications, reports and construction of stormwater facilities as required by the City’s MS4 Program;
- Manages and executes all contract documents for all Public Services projects, coordinates project requirements with Contractors and Engineers as required;
- Coordinates and manages right-of-way activities with City employees, County employees, State employees, contractors, attorneys, and residents;
- Manages and oversees the associated reimbursement agreements/grants with the Alabama Department of Transportation and County officials;
- Manages City, County, State, and Federally funded right-of-way projects including offers, negotiations, appraisals, and document management;
- Manages the Engineering Department’s budget, including operating funds and capital projects;
- Manages and tracks reimbursement accounts, special funds, recurring and non-recurring requests, working with specific project budgets and carry-over capital budgets;
- Prepares, administers, and manages State and Federal funded design, construction, contract, maintenance, and agreement documentation;
- Prepares and processes project update schedule for all Public Services projects;
- Prepares draft of budget for Public Services Department to assist Department head and assistant Department heads;
- Manages the support staff for the Public Services Department;
- Coordinates and manages project activities between engineers, architects, contractors, citizens, and City staff;
- Manages the procurement of materials and equipment for the City of Hoover owner Sanitary Sewer Waste Water Treatment Plants and Pump Stations;
- Manages the vendor Contract responsible for the daily operations of the Sanitary Sewer Treatment Plants and Pump Stations;
- Prepares purchase orders, change orders, and check requests;
- Coordinates purchases and delivery of materials and equipment for projects and staff in the Public Services Department. Obtains quotes for purchases when necessary;
- Issues purchase orders for consultants and contract work according to the City of Hoover purchasing procedures and Alabama Bid Law;
- Oversees and works with vendors regarding office maintenance and equipment purchases;
- Greets visitors and/or callers, answers programmatic questions, and/or takes messages or refers individuals to designated personnel, other City Departments, or outside agencies as necessary in a professional manner;
- Reviews and recommends payment to contractors for complete work, prepares and submits any change order requests, and closes out project in accordance with plans and specifications;
- Reviews and approves project schedules and manages all contract documents for compliance;
- Responds to complaints and information requests from citizens concerning new or ongoing City projects in a courteous and timely manner;
- Participates in the Department’s budget preparation;
- Provides needed information concerning how to perform certain work tasks to new employees in the same or similar class of positions;
- Keeps supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of information services operations and activities;
- Performs other directly related duties consistent with the role and function of the position.
