The GIS Technician (Real Property) provides on-site geospatial and real property data support to the 718th Civil Engineer Squadron (CES), Kadena Air Base, Japan, focusing on the maintenance, analysis, and accuracy of real property and facilities data within required Enterprise Business Systems (EBS). The role supports installation facility operations and infrastructure sustainment through GIS mapping, data validation, reporting, and compliance with DoD and AFCEC real property requirements. The primary duty location is Kadena Air Base.
SUMMARY
The GIS Technician (Real Property) provides on-site geospatial and real property data support to the 718th Civil Engineer Squadron (CES), Kadena Air Base, Japan, focusing on the maintenance, analysis, and accuracy of real property and facilities data within required Enterprise Business Systems (EBS). The role supports installation facility operations and infrastructure sustainment through GIS mapping, data validation, reporting, and compliance with DoD and AFCEC real property requirements. The primary duty location is Kadena Air Base.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
- Ensure all real property is accurately reflected in the Accountable Property System of Record (APSR), NexGen IT, and GIS databases.
- Conduct physical inventories of assets under the installation’s jurisdiction, custody, and control at required intervals.
- Maintain and update real property records and inventories in NexGen IT and GIS on an ongoing and annual basis, identifying and correcting discrepancies.
- Assist with preparation and processing of real property (RP) action requests in coordination with the Real Property Officer (RPO).
- Support administration of the real property grants program, including in-grants, out-grants (licenses and permits), and support agreements.
- Conduct real property inspections to support an accurate and complete real property inventory.
- Assist Air Force and DoD accepting or transferring officials with DD Form 1354 processing, tracking, and documentation.
- Support boundary inspections and encroachment assessments, identifying discrepancies and coordinating updates with the RPO and GeoBase Manager.
- Validate customer-assigned square footage data and coordinate updates with the GeoBase Manager.
- Maintain hard-copy facility folders in compliance with local records management requirements and Financial Improvement and Audit Readiness (FIAR) standards.
- Coordinate with stakeholders (RPO, facility managers, customers, planners, programmers, project managers, GeoBase, and engineers) to resolve data discrepancies and support facility planning activities.
- Support the Facility Space Planner in customer authorization development, including data collection, customer coordination, and documentation.
- Support coordination of customer authorization approvals with customers and the Facilities Board (FB).
- Review and interpret applicable policy and standards to support facility space authorization calculations and allocation recommendations.
- Provide real property and GIS data inputs to the RPO for briefings and reporting, as required.
- Complete required training, including the Real Property Management Course (WMGT 424).
- Perform other job-related duties as assigned.
EDUCATION AND EXPERIENCE
- Bachelor’s Degree from a U.S. accredited school in a relevant degree is strongly preferred. Equivalent experience may be substituted with five (5) or more years of DoD GIS or real property experience and a high school diploma or equivalent.
- Minimum of five (5) years of related experience supporting U.S. DoD installations or federal facilities is strongly preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Experience supporting U.S. military or DoD facilities in Japan is highly desirable.
- Experience working with U.S. military or DoD personnel in an advisory or technical support role for complex programs is highly desirable.
- Knowledge of DOD real property management, databases, and reporting requirements.
- Working knowledge of GeoBase, NexGen IT, and/or BUILDER Sustainment Management System (SMS).
- Familiarity with engineering, facility, and real property planning documents.
- Strong computer skills, including intermediate proficiency with Microsoft Excel (filters, sorting, pivot tables, conditional formatting, and basic formulas), Microsoft Teams, and familiarity with MS Access.
- Strong oral and written communication skills.
- Ability to work independently with minimal supervision and manage multiple priorities.
- Japanese language proficiency is a plus.
ELIGIBILITY
- This position is open to U.S. citizens, individuals legally authorized to work in the United States, and Japanese nationals, consistent with contract and host-nation requirements.
- Employment is contingent upon the ability to obtain and maintain U.S. military installation access, including successful completion of all required background checks.
- U.S.-based hires must be eligible for SOFA status and have a valid passport with at least one year remaining from the position start date.
- Must meet pre-employment qualifications of Cherokee Federal.
WORK ENVIRONMENT
Work is primarily performed in a climate-controlled office environment, as well as working outside in a job site environment.
