POSITION SUMMARY
The Senior Program Manager – Federal EHR Modernization supports the Federal Electronic Health Record Modernization (FEHRM) office and the Defense Healthcare Management Systems (DHMS) program as part of Workforce 3.0.
This role operates at the center of joint Department of Defense (DoD) and Department of Veterans Affairs (VA) Electronic Health Record (EHR) modernization efforts. The FEHRM office is responsible for coordinating and integrating a single, common Federal EHR system across DoD, VA, and partner agencies, ensuring interoperability, alignment, and consistency across deployments.
The role combines program integration, governance, and joint deployment coordination activities across FEHRM, DHMS, and Joint Shared Site Implementation Support (JSSI) initiatives. Responsibilities include supporting operational coordination at joint sharing sites, facilitating governance and working group activities, developing executive-level deliverables, supporting deployment assessments and risk mitigation efforts, and maintaining alignment across multiple stakeholders and workstreams.
The ideal candidate is a senior-level program manager with strong experience in federal healthcare programs, cross-functional coordination, deployment support, and executive-level communication, with the ability to operate in a complex, multi-agency environment.
JOB RESPONSIBILITIES
Program Integration, Deployment Support & Stakeholder Coordination
- Coordinate across Federal Electronic Health Record Modernization (FEHRM), Department of Defense (DoD), Defense Healthcare Management Systems (DHMS), Department of Veterans Affairs (VA), Oracle Health deployment teams, and joint sharing site stakeholders to support Federal EHR modernization efforts
- Support deployment planning, market readiness assessments, operational coordination activities, and implementation support at joint sharing sites and interim-state environments
- Translate cross-agency discussions into clear action items, deliverables, mitigation plans, and execution activities
- Maintain visibility into priorities, dependencies, interoperability concerns, deployment risks, and alignment across multiple workstreams
- Support analysis of interoperability impacts, shared clinical workflows, and operational dependencies associated with Federal EHR deployments and joint sharing site activities
Governance Execution, Meetings, Risk & Reporting
- Lead and support recurring governance forums, deployment calls, planning sessions, integrated master schedule discussions, and risk working groups
- Prepare agendas, coordinate stakeholder inputs, capture decisions and action items, and drive follow-through across teams
- Support Review, Improvement, and Optimization (RIO) and Lessons Learned activities, including collection of stakeholder feedback and development of structured reporting materials
- Track and manage program risks, issues, opportunities, action trackers, watchlists, deployment status updates, and governance reporting artifacts, ensuring alignment across stakeholders, workstreams, and mitigation activities
- Support development and maintenance of deployment support artifacts, market assessments, briefing materials, process documentation, and operational reporting deliverables
Executive Communications, Knowledge Management & PMO Support
- Develop executive-level briefing materials, presentations, summaries, talking points, and stakeholder communications
- Translate complex technical and operational discussions into clear, structured deliverables for leadership consumption
- Maintain SharePoint repositories and program documentation, ensuring organization, accessibility, version control, and data integrity
- Support integrated master schedule coordination and broader Program Management Office (PMO) execution activities across multiple stakeholders and initiatives
- Ensure consistency and accuracy across deliverables, reporting artifacts, trackers, and governance documentation
BASIC QUALIFICATIONS
- 7+ years of experience in program management, PMO support, deployment coordination, or large-scale transformation initiatives
- Experience supporting Federal Electronic Health Record Modernization (FEHRM), Department of Defense (DoD), Department of Veterans Affairs (VA), Defense Healthcare Management Systems (DHMS), or similar federal healthcare programs
- Demonstrated experience coordinating across multiple stakeholders, organizations, and operational workstreams
- Experience supporting governance forums, deployment activities, meetings, and program execution processes
- Advanced proficiency in Microsoft PowerPoint and Microsoft Office tools, including development of executive-level briefings and structured presentations
- Strong organizational and communication skills with ability to manage multiple priorities in a fast-paced environment
- Experience with Microsoft Office, SharePoint, Microsoft Teams, Microsoft Project, Visio, and related collaboration and reporting tools
- U.S. Citizenship with ability to obtain and maintain a CAC
- Experience supporting risk management, issue management, lessons learned, or continuous improvement activities
- Strong executive presence and ability to operate in high-visibility environments
