Duties and Responsibilities:
Conducts and produces professional analyses and evaluative outputs, including validated and standardized performance measurement tools, program reports/dashboards of targets, progress, and results of program, participant utilization and outcomes
Develops data collection templates and requirements to ensure consistency and validity of data assessed; identify data analysis needs, requirements, and opportunities, specifically the data and reporting requirements that will drive performance
Researches, collects, organizes, and interprets data; performs data and requirement gathering and business process analysis; maintains and manages the tracking of key data sources
Provides in-depth analyses across a broad spectrum of programs, policies and initiatives; identifies needs for pertinent information from internal and external sources, and develops and implements methods of collecting, compiling and delivery of data
Develops, maintains and delivers management reports and briefings, prepares meeting documentation; ensures all court agenda items and/or information is coordinated and confirmed routed to the appropriate departments/offices and staff
Drafts agreements, requests for proposals, contracts and project documents for review by the District Attorney's Office and approval by Commissioners Court; develops rapid response materials, including analysis and talking points as needed
Conducts periodic onsite interviews and collects data to ensure providers are in compliance with program metrics
Supports leadership in the direction and execution of the business strategy through administrative support, project support, civic engagement and other strategic initiatives
Interfaces with internal and external groups, contractors, business owners, community groups, professional groups, and may participate in a wide variety of special committees
May deliver formal presentations to various groups
Performs related duties as required
Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, Management, or a related field, and (3) three years of professional experience in organizational development, management analysis, public policy development, strategic planning; quality management; or an equivalent combination of education and experience.
Demonstrated organizational skills with the ability to assess, develop, balance and prioritize competing priorities while maintaining a high level of professionalism and close attention to detail and accuracy of information
Demonstrated ability to utilize and manage complex relational databases involving data collected from multiple sources, including advanced expertise with software applications, including Microsoft Office programs (Word, Excel, and Access, PowerPoint, Outlook)
Good knowledge of strategic planning, quality management, workload/performance measurement; good knowledge of organizational development organizational behavior principles.
Good knowledge and skill in organizational analysis and business process analysis; skill in developing quality measures, workload measures, efficiency measures, and outcome/effectiveness measures; skill in leading project teams
Skill in communicating effectively, both verbally and in writing; skills to effectively communicate with and support a wide variety of people of diverse backgrounds, including an understanding and respect for cultural, ethnic and individual differences
Ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations and the public
Must have valid driver's license, motor vehicle liability insurance and personal injury insurance
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
May be required to work more than 40 hours during the workweek
May be required to work weekends
