Job Description
What is the opportunity?
We’re seeking a Director, Regulatory Program Delivery, to oversee critical enterprise-wide initiatives. In this role, you’ll shape RBC’s regulatory compliance posture, drive operational resilience, and lead a team of high-performing program managers.
As a key leader in the Regulatory PMO, you’ll be responsible for delivering programs that directly impact RBC’s regulatory standing, risk mitigation, and strategic priorities. You’ll collaborate with executive stakeholders, influence cross-functional teams, and ensure alignment between business objectives and regulatory mandates. This is an opportunity to leave a lasting legacy by transforming how RBC approaches compliance and cybersecurity on a global scale.
What will you do?
Strategic Leadership: Define and execute the vision for regulatory program delivery, aligning with RBC’s enterprise goals and risk appetite.
Program Oversight: Lead a portfolio of complex, interdependent workstreams, ensuring adherence to timelines, budgets, and regulatory requirements.
Stakeholder Influence: Engage with C-suite executives, business leaders, and technology partners to secure buy-in, resolve conflicts, and drive decision-making.
Team Development: Mentor and empower a team of Senior Program Managers, fostering a culture of accountability, innovation, and delivery excellence.
Risk and Governance: Establish robust governance frameworks, proactively identify risks, and ensure compliance with internal and external standards.
Change Leadership: Champion organizational change, addressing resistance and ensuring smooth adoption of regulatory initiatives across diverse teams.
Financial Stewardship: Oversee program budgets, forecast resource needs, and optimize spending to maximize ROI.
What do you need to succeed?
Must have:
Executive Leadership: 10+ years of experience leading large-scale regulatory, cybersecurity, or risk programs in a complex enterprise environment
Demonstrated knowledge of control testing methodologies
Strategic Vision: Ability to connect regulatory requirements to business outcomes, sequencing initiatives to balance urgency and long-term goals.
Stakeholder Mastery: Exceptional political acuity and executive presence, with a track record of influencing outcomes without formal authority.
Team Building: Proven ability to build, motivate, and develop high-performing teams in a matrixed organization.
Crisis Management: Composure under pressure, with experience navigating ambiguity, regulatory scrutiny, and competing priorities.
Technical Fluency: Deep understanding of cybersecurity and regulatory landscapes (e.g., NIST, OSFI, NYDFS) and their operational implications
Proven experience leading and successfully delivering programs with very high level of value (benefit/cost), complexity and uncertainty
Expert level Influencing, Negotiating, Communication, Presentation and Facilitation skills.
Demonstrated change management capabilities
Nice to have:
Certifications (Nice-to-Have): CISSP, CISM, CRISC, CISA, PMP, or equivalent in cybersecurity, risk, or program management
