Job Description
Summary: Pacific Asian Consortium in Employment (PACE) is a community nonprofit dedicated to serving diverse communities. They are seeking an experienced Residential Energy Assessor & Quality Assurance Inspector to conduct energy assessments and quality assurance inspections for residential units, ensuring compliance with program guidelines and safety regulations.
Responsibilities:
- Drive and client's homes/apartments and complete building assessments/energy audits on clients’ homes/apartments to determine feasibility or non- feasibility of weatherization including solar thermal/photovoltaic & heating/cooling services
- Ensure all feasible weatherization measures are identified and installed in accordance to the Technical Preference Manual (TRM) issued by State of California, Department of Community Services and Development, Cal OSHA Safety Manual and Lead Safe practices guide
- Identify all eligible measures to be installed based on assessment protocols
- Coordinate with HVAC subcontractors or local utilities when hazardous conditions are identified while performing assessment or post inspection and ensure that all work completed are following CSD and local building codes
- Review and approve work orders and proposals of subcontractors, as needed
- Submit timely and accurate assessment, CASIF and other required documents daily
- Work with crew leaders and Field Operation Supervisor to ensure daily issues and concerns are resolved, completed and are compliant to program policies & guidelines
- Check field reports especially CASIF, to make sure that HVAC issues and other installation issues are resolved correctly and in a timely manner
- Ensure field crew and subcontractors perform work in a Lead-Safe manner as described in the TRM and enforce compliance in accordance with applicable health and safety regulations
- Conduct inspection as per schedule of installed measures or services; review compliance of installed measure(s) per program policies and procedures, health and safety guidelines, WIS/TRM/REM manuals and other program updates, as applicable and eliminate and/or immediately report any hazardous conditions that pose immediate danger to customer or property at time of inspection
- Conduct appropriate diagnostic tests to determine compliance with program guidelines
- Properly document work performed by completing all necessary program paperwork and submitting this to the Program Supervisor or Program Manager in a timely manner
- Ensure all feasible weatherization measures are identified and installed in accordance with the California Installation Standards (WIS), Technical Preference Manual (TRM) issued by State of California, Department of Community Services and Development, Cal OSHA Safety Manual and Lead Safe practices guide and ESA Program guidelines
- Perform all necessary precautions to protect clients/residents in homes from exposure to any unsafe conditions/situations. Must be able to meet inspection daily goals per contract requirements
- Comply with Program rules regarding vehicle safety and use and follow requirements to report any incidents and/or accidents, etc
- Input and update customer information, program records, into the program’s systems within required timeframes/deadlines
- Ensure the accuracy and completeness of data. Use program and utility databases and internal reporting/tracking including Excel spreadsheets, as required
- Provide team support and answer phone calls, emails, or in-person inquiries from customers regarding the program, as directed by supervisor. Deliver exceptional customer service in communications and scheduling (adjustments) in order to complete maximum inspection daily
- Educate clients of the benefits received from weatherization services and provide energy conservation, budget counseling, mold & moisture/radon/asbestos pamphlets/flyers and lead safe information and information materials
- Maintaining, filing, and retrieving records related to programs, often ensuring compliance with regulatory requirements. Maintain client information secure and confidential per company processes
- Maintain and organize physical or electronic files related to program documentation
- Ensure that all procedures, paperwork, and data handling comply with company policies and industry regulations
- Assist with audits by providing necessary records or reports. Attend and pass all training and/or seminars required by funding sources to gain the needed certificate(s) or license(s)
- Comply with and practice safety procedures and guidelines in accordance with PACE, OSH and Program safety standards and guidelines
- Verifying the accuracy and completeness of data and documentation, ensuring it meets required standards or guidelines
- Perform all necessary precautions to protect crew members and clients in homes from exposure to any unsafe conditions/situations
- Be on top of issues related to quality assurance that includes monitoring, training and disciplinary action of staff/crews that produce sub-standard work
- Communicate effectively with team members and management. Contribute to a positive team environment. Support colleagues when necessary. Exhibit professionalism and compliance with PACE’s employee policies
- As necessary, call/make appointments with clients, manager or management companies to perform work in identified buildings or homes
- Communicate with supervisors, co-workers and clients concerning work- and program related activities, goals and benefits
- Oversee crew leader/s and installer/s while working on the same job site, as needed
- Execute a work schedule that may involve after hours and/or weekend assignments, as needed
- Perform all other duties and responsibilities as may be assigned from time to time to include HVAC repairs when directed per program training
Required Qualifications:
- Minimum High school diploma/GED; higher educational background such as college credits or Associate's or Bachelor's degree a plus
- At least one year of satisfactory paid experience in the fields of customer service, sales, marketing/promotion or quality assurance/control
- BPI Certification required
- Experience in performing inspections, HVAC testing or installation, minor home repairs and/or weatherization a plus
- Knowledge of CA IS Manual Standards (WIS) required
- Computer literate; familiar with and have working knowledge of Microsoft Office programs
- Ability to learn and use specialized tools and software as required for job
- Ability to effectively communicate in English (written and oral), satisfactorily follow written and oral instructions and develop a reasonable course to action to complete assigned tasks in the specified period
- Knowledge of energy efficiency and energy savings methods and practices a plus
- A clean driving record and can read and follow maps to reach assigned destinations
- Ability to prioritize work and effectively manage various assigned tasks and deliver timely reporting
- Must work well with others and perform assigned tasks individually and as a group member
- Self-starter, motivated, patient, organized and detail oriented
- Must pass employment/professional background verification
- Candidate must successfully pass Department of Justice background check (Livescan/Fingerprinting) prior to start of employment
- Must pass CA DMV Motor Vehicle Report without any issues or concerns to be added as an authorized driver of PACE vehicles and be included in PACE vehicle insurance policy
- Must have a current and valid California Driver's License, access to reliable transportation and adequate automobile insurance coverage, and current registration, throughout employment
- Must pass respiratory screening, which is renewed annually
- COVID vaccination required; must have two-dose series of Pfizer or Moderna or a single-dose of Johnson & Johnson
Preferred Qualifications:
- Bilingual skills in Spanish or other language(s) a plus, but not a requirement
- Any certifications such as HERS/CHEERS are highly desirable
