Job Description
Summary: The North Carolina Department of Health and Human Services is one of the largest agencies in the state, responsible for ensuring the health and well-being of North Carolinians. The Finance and Business Compliance Analyst I will assist with the coordination, review, evaluation, and auditing of fiscal operations to ensure compliance with state and federal grant programs.
Responsibilities:
- Assist with the coordination, review, evaluation, and auditing of fiscal operations within the Office of Economic Opportunity (OEO) to ensure compliance, accuracy, and accountability in the administration of state and federal grant programs, including the Community Services Block Grant (CSBG)
- Provide guidance and conduct reviews of procedures, statutory requirements, contracts, invoices, budgets, financial reports, and filings to ensure adherence to applicable local, state, and federal statutes, 2 CFR Part 200 uniform guidance, generally accepted accounting principles, and sound regulatory practices
- Prepare written findings, present recommendations supported by documented evidence, and report compliance determinations to management
Required Qualifications:
- A Bachelor's degree in accounting, finance, or business administration, public administration, or a related discipline from an accredited institution and one year of related experience
- An equivalent combination of education and experience
Preferred Qualifications:
- Experience reviewing and monitoring federal grant expenditures for compliance with 2 CFR Part 200 (Uniform Guidance), including allowable costs, period of performance, and documentation standards
- Experience preparing or auditing financial reports, budgets, or invoices associated with state or federally funded programs, with demonstrated ability to identify discrepancies and recommend corrective action
- Experience working with subrecipient or contractor financial records, including reviewing budgets, reconciling expenditures, or conducting desk or on-site fiscal monitoring
- Proficiency in Microsoft Excel or similar financial tools for organizing, analyzing, and presenting financial data, including the ability to develop or work with tracking spreadsheets, pivot tables, or summary reports
- Experience interpreting and applying federal, state, or local regulatory requirements in a compliance or financial oversight role, including documenting findings and communicating results in written reports or formal correspondence
