The Prime Contract Management Office (PCMO) Manager is responsible for managing multiple distinct contract management functions and leading all prime contract matters for the Laboratory. This position ensures effective contract operations, integration of services across organizations, compliance with the LLNS Prime Contract and federal regulations, and provides expert guidance to senior management. The Manager oversees key contract processes, reporting systems, and serves as the primary liaison with the Livermore Field Office (LFO), the Board of Governors, and LLNS LLC partners. This position is in the Director's office.
Depending on your assignment, this position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week.
You Will
Serve as the Laboratory lead for all prime contract matters, representing the Laboratory in routine and complex interactions with the Livermore Field Office (LFO) on correspondence, new contract requirements, data calls, and in regular meetings with LFO Contracting Officers and Senior Counsel.
Lead and execute frequently with Laboratory staff on issues of cost allowability, reasonableness, and allocability in accordance with the LLNS Prime Contract and the Federal Acquisition Regulation (FAR).
Oversee the management and operation of the Laboratory’s Impact Analysis process, the RevCom process, the Request for Offsite Services (ROS) process and evaluation team, the Parent Services Agreement (PSA) process, and the Loan of Personnel (LOP) process.
Manage the Strategic Performance Evaluation and Measurement Plan tracking system (PEMPStat), the Laboratory Contract deliverables tracking system (ConTrak).
Lead the assembly and delivery of semi-annual Laboratory performance reports and the annual Laboratory Self-Assessment, driving the process, providing monthly status updates, coordinating semi-annual reviews, and tracking quarterly progress metrics to support NNSA contract performance evaluation.
Represent the Laboratory on the Board of Governors’ Nominations and Compensation Committee and prepare and submit Key Personnel packages to the Board, LFO, and NNSA/HQ.
As Director of the LLNS Corporate Office, lead the support to the Board of Governors, and Board committees (via the annual Parent Oversight Plan).
Oversee and manage LLNS corporate support functions for all LLNS, LLC partners.
Plan, coordinate, and execute Board of Governors meetings and five committee meetings, working with staff in the LLNS, LLC office.
Coordinate the kick-off and completion of the annual LLNS Community Gift Program.
Develop and establish policies within the managed functional area and collaborate with senior managers to establish strategic plans and objectives.
Ensure the integrity of contract data and compliance with Laboratory policies and procedures and oversee the flow down and tracking of contractual requirements across Laboratory organizations in partnership with key stakeholders.
Make final decisions on administrative or operational matters to achieve contract management objectives.
Provide expert advice and counsel to management regarding contract strategy and policy.
Represent the PCMO in meetings and presentations with internal and external stakeholders.
Perform other duties as assigned.
qualifications
Significant experience managing contract administration or related functions.
Detailed functional expertise and Laboratory knowledge.
Expert communication, facilitation, collaboration, and problem-solving skills necessary to direct a functional area, build cooperative multi-disciplinary teams, and interact with management and customers/sponsors.
Experience influencing and negotiating with senior management and Board of Governors representatives on matters of significance to the organization.
Experience developing and establishing policies within the managed functional area.
Proven ability to participate in strategic planning and objective setting with senior managers.
Responsible for budget and schedule formulation and execution.
Ability to make final decisions on administrative or operational matters and ensure achievement of objectives.
Experience integrating activities and services across multiple organizations or functional areas.
Qualifications We Desire
Advanced professional degree (e.g., MBA, JD).
Professional certification in contract management (e.g., CPCM, NCMA).
Experience with federal contracting regulations (e.g., FAR, DEAR).
Experience coordinating with senior Laboratory management and external partners.
Demonstrated success in developing and implementing functional strategy, policy, and program development.
Department of Energy (DOE) and Federally Funded Research and Development Center (FFRDC) experience.
Pay Range
$220,020 - $275,424
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance.
